Duties
• Collaborate with multi-disciplined teams involved with base and asset development based on facility and asset condition information.
• Make recommendations to decision makers based on sound economic and data driven analysis.
• Establish basic proficiency in information technology, such as Geospatial information Systems, Interoperable Enterprise Facilities Management, e-projects, Electronic Project Generator and internet Navy Facilities Assets Data store.
• Ability to review Facility and Asset reports and create a report for briefing trends and project recommendations.
• Create project scopes with associated cost estimates and write ups to substantiate proposed projects.
• Identify opportunities, cost, risk, and payback for innovative approaches to shore installation Management

You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Knowledge of functions, principles, practices, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning
2)Knowledge of the principles and methods of cost-benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefits
3)Conveys written information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling
Expresses thoughts persuasively and uses effective modes to reinforce message retention.4) Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals
5)Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions
Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders

Education FOR THE 0810/0896 ENGINEERING SERIES: Successful completion of a professional engineering degree
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position
OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner
