Requirements:
• Functional FMS support.
• Perform pseudo-FMS case program management.
• Manage and coordinate all phases of the USAF Pseudo-FMS process, including FMS case development, case execution, case implementation, and case closure.
• Advise SAF/IA Regional Country Directors, USAF Theater Component Planners and SAF/IAR Division Chiefs on pseudo-FMS policy issues affecting politico-military initiatives with allied and friendly countries.
• Analyze and report on complex security cooperation issues, initiatives, legislative matters, executive orders and agreements.
• Lead consolidation and delivery of USAF Pseudo-FMS data as required by Defense Security Cooperation Agency (DSCA) or Assistant Secretary of Defense for Special Operations/Low-Intensity Conflict (OSD SO/LIC)
Provide Foreign Military Training Report (FMTR) to DSCA for all Pseudo-FMS cases
• Develop a strong understanding of the policies affecting the pseudo-FMS process and obtain extensive and politically delicate coordination, when necessary, with officials of other Defense agencies and the Department of State (DoS) to resolve dynamic issues
• Advise SAF/IA Regional Country Directors, USAF Theater Component Planners and SAF/IAR Division Chiefs on pseudo-FMS policy issues affecting politico-military initiatives with allied and friendly countries
• Analyze and report on complex security cooperation issues, initiatives, legislative matters, executive orders and agreements
Review security cooperation documents, amendments and modifications to Letters of Offer and Acceptance (LOA), Letters of Intent (LOI), Memoranda of Understanding (MOU) and Congressional Notifications (CN) to ensure compliance with established policy and procedures.
• Coordinate with SAF/IA and Air Force stakeholders to liaise with DoD, Joint Staff, and COCOM communities to scope requirements, develop way ahead, and implement Pseudo-FMS programs to support partner nations
Develop and deliver program updates as required for SAF/IA
Prepare briefing detailing cases/proposals under development, P&A notification, and any issues with contracting, hardware, and training
Liaise with key players to coordinate Pseudo-FMS data with country expertise (Country Directors), financial management, technical equipment development, education and training policy, foreign disclosure, and manpower processes and products
• The contractor shall daily provide program management and coordinate with SAF/IA, USAF Theater Components, Defense Security Cooperation Agency (DSCA), COCOMs, Air Force Security Assistance Center (AFSAC), and Air Force Security Assistance Training Command (AFSAT) in support of Pseudo-FMS programs
On a weekly basis, provide program management and coordinate with OSD, US Embassy Country Teams, and US Army and Navy Pseudo-FMS program managers
Contractor shall accompany and assist the responsible Government official when they represent and advocate for Air Force Pseudo-FMS equities at various meetings, including: program management reviews (annually for each case), COCOM security cooperation planning conferences (annually, for each COCOM), site visits to AFSAC and AFSAT (annually), DSCA status discussions, bi-weekly Air Force program status meetings, and other meetings as requested
The Contractor will not represent the Government in meetings and shall serve in an advisory and assistance capacity only
• Support the development of Building Partner Capacity (BPC) Operational Capabilities Assessments to analyze the BPC mission set and provide policy, process, and program management recommendations to SAF/IA stakeholders to ensure effective support of COCOM priorities
Interact and engage with Pseudo-FMS stakeholders to understand current processes
Pseudo FMS Requirements Development and Execution Training briefing which includes relevant authorities, agencies, policies, procedures best practices and lessons learned
Schedule and conduct training briefing with SAF/IA, USAF Theater Components and other relevant agencies once quarterly
Required knowledge, skills and abilities (KSAs)
The Contractor must have: A Bachelor’s Degree with a desired emphasis in an International Affairs curriculum A Final Top Secret SCI Security Clearance and NATO Secret
Have a minimum of five (5) years’ experience with demonstrated effectiveness and success in the mission areas below: • FMS Case Development and Implementation including Pseudo FMS case programming • Security Cooperation • Building Partner Capability Must have knowledge and general understanding of the following areas: • USAF roles and missions • Security cooperation, international affairs, security assistance, foreign military sales to include the processes, legislation and players
• SAF/IA’s role within and relationship towards the security cooperation community • Pseudo-FMS legislation • International Traffic in Arms Regulations (ITAR) and National Disclosure Policy (NDP) • Understanding of industry and their relationship to the pseudo-FMS process DoD experience in foreign military sales or international affairs
