Responsibilities:
• Generate project plans/procedures, record and analyze test data, write test reports, perform small scale chemical synthesis, conduct process scale up and formulation, perform chemical and physical characterization using advanced instrumentation, run explosives hazard testing, carry out explosives' performance evaluation, and assist with test article and/or (Improvised Explosives Detection (IED) construction and lethality assessment across scales ranging from mg to kg quantities.
• Assist in course development and act as instructional support to courses conducted by Terrorist Explosive Device Analytical Center (TEDAC) Improvised Explosives Detection and Synthesis (TIEDS).
• Assist with the testing of explosives and conducting demonstrations for FBI personnel and other liaison partners.
• Aid in energetic material characterization efforts designed to understand explosive hazards and performance properties.
• Develop and write safety plans, provide range safety briefings, purchase, and inventory test range equipment, prepare, and maintain the explosives test range for operation, maintain the test range equipment, manage wastes, support, and perform explosives production operations, support and perform explosives hazard and performance characterization.
• Conduct bulk explosive performance characterization with a variety of instrumentation including but not limited to oscilloscopes, piezo pins, overpressure probes, precision timing devices, and high-speed videography.
• Possess knowledge of policy and procedures related to hazardous and non-hazardous waste generation as well as waste disposal.
• Possess knowledge and proficiency in test fixture design and production according to drawings and schematics both supplied or created in house
Test fixture design, and production may include but is not limited to the utilization of standard construction power tools in addition to Computer Aided Design/Computer Aided Manufacturing (CAD/CAM), 3D printers, CNC mills, CNC lathes, CNC plasma cutters, laser cutters, or other specialized production equipment.
• Set up, operate, and maintain all fabrication shop equipment at the TIEDS facility.
• Set-up, operate, and maintain computer-controlled production machinery to produce parts to exact blueprint specifications.
• Design and implement work holding fixtures for production of complex three (3) dimensional parts, on TIEDS' various manufacturing systems.
• Plan, coordinate, and schedule explosive operations on various explosive ranges.
• Assist with the scheduling and managing of explosive range operations for TIEDS
This can include orders, draws, stores, and transportation/deliveries of all explosives used in TIEDS range operations.
• Conduct the editing of videographic data generated by TIEDS for inclusion in reports and briefings.
• Write and maintain Python programming language scripts for the processing and analysis of data related to explosive performance characterization
Requirements:
• US Citizen
• Ability to pass a pre-employment background check
• Active (fully adjudicated) Top Secret Clearance
• Five years as a hands-on handler of explosive materials in a range format such as military explosive ordinance disposal, commercial blasting, or commercial explosives manufacturing.
• Proficient and willing to work with a wide variety of energetic materials to provide support to the TIEDS Range Team Lead, Range Safety Officer, and other TIEDS scientists.
• Must have demonstrated experience with electric and non-electric means of explosive initiation, safe handling of bulk quantities of explosives, the safe utilization of explosives in intentional detonation situations.
• Possess knowledge of policy and procedures related to explosive use, waste generation, and waste disposal are essential.
• Willingness to learn about chemical and physical processes necessary to prepare energetic materials and the techniques used to characterize energetic materials and explosive formulations.
• Ability to interpret research findings in terms of the potential impact on the direction of IEs research efforts is desired.
• Competence in describing observations and preparing concise and informative reports based on data collected from the characterization efforts.
• Must be able to communicate fluently verbally and in writing, in English, at the bachelor's degree level, be able to understand and execute complex verbal and written instructions in English, be able to express complex issues verbally and in writing in English.
• Must be competent in operating an IBM-style microcomputer in Windows and/or UNiplexed Information Computing System (UNIX) environments.
• Must be able to discuss complex technical issues in English, using a telephone.
• Must be competent with Microsoft Office products in a Windows environment and be competent with computer file management in Windows and/or UNIX environments (creating and deleting files and directories, finding, renaming, copying, and moving files, etc.)
