Summary About the Position: Serves as the supervisor of the Policy Section; principal Civilian advisor and subject matter expert for the oversight of a wide variety of military human resource programs; responsible for policy decisions impacting AGR enlisted and officer assignments and special actions. Responsibilities Plan, direct and consult within the directorate and serves as the authority on USAR enlisted, warrant and officer policies and regulatory guidance, Establish procedure for processing requests for reassignments and restrictions imposed on PCS, and analyses data to determine overall effectiveness of managed programs. Independently initiates research in order to provide information relating to actions to the Director, Deputy, Assignment Division, field commands and individual soldiers. Exercise authority to plan, guide and direct overall actions to 2 or more Civilian or military personnel to meet goals, objectives and priorities IAW policies, rules and regulations. Request exception t policy or delegation of authority for PCS decision that should fall within the Director RPMD's authority. Interact on a daily basis with high ranking military and civilian leadership at United States Army Reserve Command (USARC) level staff, Army command (ACOM), installation and division levels. Analyze data to determine overall effectiveness of managed programs. Analyze the impact of changes to applicable laws and regulations making recommendations on changes to coding and personnel systems ensuring appropriate levels of quality control and approval levels. Specialized experience is defined as utilizing a wide range of Active Guard Reserve (AGR) programs such as: stabilization, foreign services tour extensions (FSTEs) and/or curtailments; interpreting and regulating policy changes to internal and/or external leaders; and responding to Staff Action Memorandums (SAMs) requiring General Officer signature. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
