Summary You will serve as a PROGRAM ANALYST in the Corrections and Program Office of NAVCONBRIG NWS
Duties
• You will implement procedures to identify and monitor all reported sexual misconduct to ensure compliance with applicable federal laws.
• You will develop action plans for implantation of the Prison Rape Elimination Act (PREA) standards.
• You will review and monitor training to all staff, including volunteers, investigative, medical and mental heaith staff; assist with curriculum development and training of PREA.
• You will monitor the conduct and treatment of prisoners or staff who have reported sexual abuse or who were reported to have suffered from sexual abuse for at least 90 days following a report of sexual abuse.
• You will coordinate all aspects of the accreditation program maintaining compliance with 500+ American Correctional Association (ACA) standards.
• You will assist all departments with implementing programs, policies, and practices that comply with ACA standards during daily/annual operations.
• You will ensuring maintenance of accreditation and successful re-accreditation during the triennial ACA inspection.
• You will plan, develop and conducts Command Evaluation (CE) reviews of related line functions of substantial complexity within the command.
• You will examine both fiscal and managerial internal controls io decide adequacy in concept and effectiveness in application of practices and processes at all management levels.
• You will coordinate Management Internal Control Program (MICP) for the command.
• You will review all sexually related assault claims and incidents to ensure compliance with standards to include reports and PREA hotline

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• You will be required to successfully complete a pre-appointment physical examination.
• This position requires evening and weekend work.
• Incumbent will be required to participate in both pre-service and in-service training involving both sedentary and active training engagements, including CPR certification
Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: 1) Conducting internal control reviews to detect fraud, waste and abuse; 2) Implementing correctional programs, policies and procedures in compliance with federal prison regulations; 3) Advising personnel on the prison regulations, policies and procedures; and 4) Monitoring reported sexual misconduct to ensure compliance with Prison Rape Elimination Act (PREA) regulations

Agency policy requires the consideration of any incidents of sexual harassment in determining whether to hire or promote anyone, or to enlist the services of any contractor, who may have contact with inmates
Agency policy requires that before it hires any new employees who may have contact with inmates, it (a) conducts criminal background record checks, and (b) consistent with federal, state, and local law, makes its best efforts to contact all prior institutional employers for information on substantiated allegations of sexual abuse or any resignation during a pending investigation of an allegation of sexual abuse

Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Possess a completed Ph.D
or equivalent doctoral degree
OR
have successfully completed three full years of progressively higher level graduate education leading to a Ph.D
or equivalent degree
OR
have successfully completed an LL.M
degree that is related to the position being filled
OR
have a combination of experience and graduate education as described above that equates to one year of experience
