Duties
• You will establish and maintain direct contact with officials of area city governments and chamber of commerce officials.
• You will maintain direct contact with national organizations' regional and local officials.
• You will develop strategies and execute plans that builds relationships between COMNECC units and the American public.
• You will coordinate participation on hometown news release program, national television programs, and motion pictures as well as Navy produced videos and publications.
• You will manage the Community Relations budget for activities and units.
• You will service as Public Affairs Deputy staff officer, advisor, subject matter expert (SME) and technical expert.
• You will lead subordinate command public affairs officer and mass communication specialist in achieving communication objectives through public information, media relations, community outreach, digital engagement, and internal information programs.
• You will create, edit, and approve Public Affairs (PA) products for external release.
• You will brief flag officers, senior executive service personnel, prospective and commanding officers, executive officer, and senior enlisted leaders on public affairs policy, guidance, and programs.
• You will manage social media campaigns and accounts and the official websites of the COMNECC/NECCPAC Commander.
• You will participate with management in major program developments and policy-making decisions to determine expected external and internal public affairs impact.
• You will serve as a public affair planning representative or briefer in internal and external meeting and conferences as required

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements
Overtime or night differential pay and/or unusual duty hours may be required.
• Position requires the individual to be available for on-call for assignments as required by upper-level management and may be required to perform unscheduled overtime.
• You will be required to obtain and maintain a current valid United States driver's license.
• Travel, as much as 15% of the time, in CONUS with little or no notice is required.
• Travel may be by commercial (air, rail, POV, etc.) government-operator (military aircraft, vessels or vehicle), or government-chartered carriers, and riding Navy ships at sea
Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following:
• Experience in journalism, marketing, public relations or a related field or equivalent training to process the skills necessary to effectively conduct an internal and external public affairs program.
• Experience, mastery knowledge and understanding of written and oral communication and public involvement principles, methods, techniques, practices.
• Experience serving as a spokesperson conducting media interviews, applying advanced communication and analytical practices, methods and techniques to the solution of complex public affairs problems.
• Experience advising senior leadership on the research, planning, implementation, and evaluation of communication plans and strategies.
• Experience establishing and maintaining effective working relationships with national, trade and local media representatives and community groups.
• Experience identifying communication needs and developing informational materials to inform internal and external stakeholders of policies, programs, services and activities.
• Experience coordinating and implementing special events, ceremonies, outreach campaigns, tours, and other activities to generate public awareness of organization's mission.
• Experience managing personnel and leading teams to achieve organizational goals
