Job Title: Specialist, Subcontracts Job Code: 10624 Job Location: Fort Wayne, IN Job Description:
• Manages the Subcontract acquisition process from proposal stage through Program award and execution
This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out
* Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.
* Understanding of baseline centric execution and Change Management with the ability to review status of projects, budgets, forecasts, EVMS; contribute to status reports
* Partners with Engineering, Program Team, Commodity Managers and Suppliers to help drive alignment with L3Harris commodity strategies for supply base optimization
* Negotiation experience to include drafting and helping negotiate contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements
* Establish & manage contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program, including analysis of supplier capacity and capabilities.
* Responsible for supporting corrective action measures with Suppliers when necessary and assessing trends in performance to prevent delays or cost overrun
Essential Functions:
• Motivated self-starter versed in the Subcontract Process Flow and managing supplier performance in the areas of technical scope, schedule, and cost
* Work should be performed within set boundaries and with direct supervision
• Must be able to communicate effectively with a wide array of professional levels and functions
* Review program budgets and explain variances in monthly performance
* Ability to understand and meet FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance
* Support Small Business Initiatives
* Ability to generate spending plans and payment forecasts
* Follow strategic direction set by Program and functional leadership
* Some travel (20 %)
* Ability to obtain a US Government clearance
Qualifications:
• Requires proficient knowledge of job area
May have practical knowledge of project management
Bachelor's Degree and minimum 4 years of prior relevant experience
Graduate Degree and a minimum of 2 years of prior related experience
In lieu of a degree, minimum of 8 years of prior related experience.
Preferred Additional Skills:
• TS/SCI clearance preferred, but not required
* Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost-Plus (w/fixed-fee, incentive fee, or award fee)
* Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
* Strong verbal and written communication skills
* Lean Six Sigma experience
