Summary You will serve as a SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST of SURFCOMSYSTRNCMD SAN DIEGO LS
Duties
• You will gather data to document productivity of program operations.
• You will maintain instructor training records and evaluations for an organization.
• You will coordinate with Naval Service Training Command for technology infusion as related to assigned courses

Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Speicalized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following:1
Liaise with the academic community and military and civilian research organizations for the purpose of staying current on advances in training development and delivery that may potentially be incorporated into assigned Learning Center's training; 2
Resident expert in training management and program analysis
Expert and senior advisor on programmatic aspects of instructional systems design, training and cost analysis, and budgetary requirements for products and services
Liaise with external customers and stakeholders in the identification of acquisition training development, life cycle management and sustainment; 3
Reviews and approves administrative policies and procedures; curricula; instructional methods and techniques; qualifications of staff and faculty; adequacy and utilization of training aids and devices, facilities, equipment, testing, and student counseling; 4
Provides managerial oversight for the American Council on Education (ACE) and Council for Occupational Education (COE) accreditation of technical training courses securing institutional accreditation as well as vocational through upper-level division college credits
Liaises with various universities, colleges, and national educational organizations that support voluntary education programs
Responsible for Non-Resident Training Course contracts for all assigned Learning Center's Ratings

Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position
My course work included study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software
