Job Description:
Primary duties will be in the support of Agile Software Development to deliver, maintain, and manage operational IT system functionality in support of the customer’s mission by conducting Operations and Maintenance, Interfaces Support, Data Warehouse Support, Infrastructure Engineering and Configuration Management Support, Security Engineering Support, and Digital Records Management Support
More specifically, this position provides support utilizing Agile Software Development Scrum teams for the development and Tier 2 and 3 Operations and Maintenance Support for the specified customer Components
Responsibilities, but not limited to:
The Lead Integration Architect will have overall responsibility for the system infrastructure and design, as well as operations and maintenance
This individual shall plan, research, and continually evaluate tools and architecture applying engineering, hardware and software design theories, principles and experience to maintaining and continually enhancing the PRIME Interface Hub and Data Warehouse
This resource will also guide the infrastructure team on system monitoring, performance, reporting and logs analysis to maintain efficient interface operation and component integration
Minimum Education: A bachelor’s degree in computer science, Information Systems, or related field Minimum Requirement: Ten (10) or more years of relevant experience in an Enterprise IT environment leading major systems development and integration efforts across mixed platforms:
• 5 or more years of relevant experience working in a Federal Law Enforcement environment.
• Experience designing, developing, testing, and supporting complex architecture solutions, including high transaction volume systems.
• Significant experience and skills with solution development based on Enterprise Integration Patterns, including hub/service-bus models.
• Experience in implementing secure information exchanges and protecting mission critical data at rest and in transmission.
• Leadership experience in instructing, directing, and offering technical expertise.
• Experience with planning and implementing IT Infrastructure systems by applying engineering, software design theories and principles to develop a compatible system infrastructure in line with organizational strategies.
• Experience with IT Infrastructure performance and traffic analysis.
• Demonstrated experience with information security engineering practices and experience with implementation of NIST security controls.
• Experience with IT Infrastructure engineering policies, standards and procedures.
• Experience with DevOps pipeline tools including configuration management, requirements (e.g
JIRA), automated testing, and deployment.
• Experience with 10 or more of the following: o RedHat JBoss Enterprise Application Platform Server Administration o RedHat JBoss FUSE (Apache Camel) o Camel Route Design, Development, and Testing using Spring XML Domain- o Specific Language o Spring and Spring Web Services (HTTP/SOAP) o Message queue technologies to include ICM MQ and Apache ActiveMQ, with a focus on high- availability topologies o Relational Database Technologies – Oracle and Open Source Solutions o Cognos, ODI, ETL, Tableau o Java, .Net o SSL/TLS and PKI based authentication o Load Balancing and High-Availability Solution Architecture o Designing, Implementing, and Testing Disaster Recovery o Network Security o Linux Operating System, including scripting o System Monitoring of JBoss/Camel Runtime Environments o Producing Operational Status and Performance Statistics Reports o Active Directory structure and support (Active Directory 2008R2 and above, Kerberos, establish trusts, create and manage Active Directory policies, Smart Card implementation and Directory Services Integration) o Federated Identity (Identity Management) o Cloud Platforms (AWS, Azure, etc.) o Network infrastructure (Subnetting, ports\protocols) o Security Tools (Nessus Scan, Webinspect, Windows Update Services o Jenkins, GIT Implementation, Ansible, Chef and Terraform Security Requirements The contractor shall comply with the pre-screening requirements specified in the DHS Special Security Requirement – Contractor Pre-Screening paragraph located in this contract, if HSAR clauses 3052.204-70, Security Requirements for Unclassified Information Technology (IT) Resources; and/or 3052.204-71
Contract employees needing access to sensitive information, shall undergo a position sensitivity analysis based on the duties each individual will perform on the contract
The results of the position sensitivity analysis shall identify the appropriate background investigation to be conducted
Background investigations will be processed through the Personnel Security Unit
Prospective Contractor employees shall submit security vetting documentation within 10 days of notification
The use of non-U.S
citizens, including Lawful Permanent Residents (LPRs), is not permitted in the performance of this contract for any position that involves access to DHS /ICE IT systems and the information contained therein, to include, the development and / or maintenance of DHS/ICE IT systems; or access to information contained in and / or derived from any DHS/ICE IT system.
