The Nurse Consultant II will assist the Director of Safety, Occupational & Environmental Health in the planning, development, coordination, implementation, delivery and evaluation of occupational and environmental health programs and services for all agency employees. This is accomplished through interaction with the agency's safety consultants, Human Resources staff, workers compensation administrators, divisional and facility level management, line personnel, state regulatory agencies such as the N.C. Public Health, the N.C. Bureau of Occupational Safety and Health, the Centers for Disease Control, NIOSH, local health departments, hospitals and local providers. The Nurse Consultant II provides clinical and administrative assistance to the DPS Safety team and the Division of Juvenile Justice and Delinquency Prevention facilities by serving as a consultant to field and facility staff on issues of occupational health, and pre-employment physical examinations.

Responsibilities include the following:

* Conducts annual site inspections, and special investigations (as needed) at juvenile justice facilities, leased or owned offices and construction sites to help identify occupational health hazards and violations.
* Develops solutions and recommends corrective actions to appropriate management personnel for identified violations or hazards.
* Reviews recordable illness and health related accident information to identify occupational injury and illness trends which may be developing and address those with appropriate managers to help facilitate countermeasures and interventions to reduce the incidence of cases.
* Serves as a member of the agency's Contaminated Sharps Injury Prevention Committee and is responsible for coordinating the annual review, field trials and evaluations of safety engineered sharps for all Health Services disciplines in concert with the SOEH Physician.
* In the event of discovering critical conditions of regulatory violations or imminent dangers to staff and/or visitors, Nurse Consultant II has the Safety Director's authority to issue a compelling order to end the exposure of people to hazards that could result in death or serious injury.
* Provides occupational and environmental health consultations and per request when facilities/offices, operations or programs are added, expanded, relocated or changed and suspected hazards come into the environment. These can be initiated by the Nurse Consultant II's independent analysis, agency management requests, employee or juvenile offender complaints, or regulatory agencies' inquiries. Serious health related occupational injuries and illnesses to staff and/or visitors may be investigated by the Nurse Consultant II in order to determine root cause and to make recommendations to prevent future occurrences.
* Develops required training which impacts the agency statewide and schedules to conduct it either by division or region in order to communicate procedures and requirements regarding occupational health related topics.
* Safety and health policy drafts are researched, interpreted, developed and written by the nurse to be implemented statewide in order to satisfy federal, state and local regulations, as assigned.
* Other duties as assigned.

This is a full-time position (40 hours per week) with State Benefits. The work schedule is Monday-Friday 8am-5pm. This position is considered mandatory/essential and does not qualify to participate in the telework program. The position is located in Raleigh but requires regular (daily/weekly) travel to Juvenile Justice facilities located throughout the state of NC. Out of town and occasional overnight stays are required.

 

 Note to Current State Employees:

The salary grade for this position is MH17.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

The North Carolina Department of Public Safety (NC DPS) is responsible for safeguarding and preserving the lives and property of its citizens with honor and integrity through prevention, protection, and preparation.  We have a mission that matters  NC DPS is comprised of 6,000 permanent positions and nearly 13,000 temporary North Carolina National Guard positions. The divisions within DPS include Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, State Highway Patrol, State Capitol Police, NC Office of Recovery and Resiliency, Samarcand Training Academy, and the NC National Guard. To qualify for this position, applicants must document on the application that they possess ALL of the following:

* Occupational & Environmental Health Nursing experience. 
* Experience planning, developing, implementing, managing, and/or evaluating occupational health issues and health promotion programs.
* Prior experience developing and delivering training and/or policy administration on occupational health issues.

Management Preferences 

* Experience working with programs that include respiratory protection, hearing conservation, TB control and Bloodborne Pathogens.

Licensed to practice as a Registered Nurse in the State of North Carolina and two years of clinical experience in the area of specialization.
