The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets
JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues
SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support
We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage
SPA has a near-term need for a Future Capabilities Analyst to provide onsite support in Norfolk, VA
Responsibilities Analyzing Emerging and Disruptive Technologies (EDT) is a critical task for NATO to stay competitive and innovative in today's rapidly evolving security landscape
T he requirements of leveraging EDTs evolves rapidly and needs additional attention to leverage the full potential of those technologies
Will c ontribute to identification of new and cataloguing of existing EDTs, and to the sustained EDTs military implication assessment function in support of Warfare Development Agenda
Will assist in the promotion of increased level of experimentation of EDTs-based solutions in realistic environments while p roviding and coordinating inputs to programming of EDTs' activities within the ACT Science and Technology section
Will be part of a team that looks to Influence and exploit EDTs that address identified capability shortfalls in NATO and those significantly impacting available capabilities to provide advice that informs the strategic foresight analysis efforts, NATO defense planning, and subsequent capability and force development efforts, including capability requirements formulation, concept development and experimentation, and Analysis of Alternatives (AoA)
The Analyst will identify capability shortfalls that could benefit from adoption of EDTs by analyzing the NATO Defense Planning Process (NDPP) products, the operational Lessons Learned--and in coordination with other ACT staff--to e ducate HQ SACT staff on the opportunities and risk associated with EDTs
W ill be a member of the Innovation Branch, executing tasks and duties as directed by the Section Head Science and Technology or superiors with regards to the projects, activities, and outputs related to the Branch core tasks in the larger field of Science and Technology
Qualifications Required:
• National or NATO Secret clearance
• Bachelor's degree in a scientific or engineering discipline and 4 years post-related experience; OR at least 6 years of extensive and progressive experience in duties related to the function of the post with demonstration of particular abilities that are of interest to ACT
• 2 years' experience in the assembly and interpretation of research and technology information
• Knowledge of S&T information sources in nations (i.e
defense research laboratories, academic institutions, media and defence ministries)
• Experience in interpreting information on future S&T in order to measure the effect of these technologies on military capability
• Practical experience with PC office automation products, including the use of internet for information research
• Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading and Writing) or equivalent
