ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS: Non rotating 40 hour work week, Monday - Friday, 8:00 am - 5:00 pm. Must be available to attend al City Council meetings and workshops as needed, work extra hours or weekends as needed for special projects, emergencies, etc.

Responsibilities

Responsible for overseeing and managing the operations of the City's procurement and contracting functions in accordance with all statutory, City Charter, and City policy requirements. Oversee the operations of the City's Purchasing Division, Warehouse, Postage, and Mail Service. Execute, review, approve and present awards to City Council; answer questions and make recommendations. Obtain required supplies, equipment and services through effective use of bid invitations, requests for proposals, and requests for qualifications and available cooperative purchasing programs. Organize and manage the centralized procurement and contracting functions of the City to include reviewing, modifying, and authorizing all procurements and solicitations issued by the City and extensions of supply and service agreements in compliance with all statutory, City Charter, and City policy requirements. Manage and oversee the City's procurement card program for compliance with City policy and advise/counsel management of using departments regarding adherence to the program and any required adjustments. Develop and implement City-wide procurement policies and procedures. Review current procurement practices and enforce, amend, and /or alter to ensure consistency. Review new statutory requirements and assist in developing policies and procedures that reflect changes in law. Manage the City's procurement negotiations and serve as the City's lead negotiator in high-dollar, complex and high-profile contract negotiations. Develop and implement strategic sourcing programs targeted at maintaining high levels of procurement efficiencies throughout the City. Develop, review, and analyze reporting and tracking requirements for the Purchasing Division for comparable analysis to the Division's mission elements and make required adjustments to the Division's operations. Ensure operations of all sections are addressing the needs of all internal customers. Recruit, select and submit recommendations to hire all Purchasing personnel. Develop and monitor annual operating budgets for Purchasing, Messenger Service, Postage, and Warehouse in the Stores Fund. Approve and monitor expenditures within said budgets and ensure expenditures are within appropriated limits. Must maintain professional and technical knowledge and skills. May be asked to perform other duties as assigned.

Qualifications

Position requires a Bachelor's Degree, preferably in Business Administration or Procurement with a minimum of five (5) years of progressively responsible experience. Experience in Municipal Procurement with supervisory experience is strongly preferred. A combination of education and pertinent experience may be considered. A valid driver's license is required. Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire.
