Overview

As a collaborative member of the Market Leadership team, the Market Chief Nursing Officer (CNO) directs nursing/care delivery performance for the market and is responsible for the oversight of local care delivery including clinical quality, patient safety and engagement. The CNO has responsibility for executing and ensuring that market nursing and patient care are consistent with the mission, vision, values, goals and strategies of UnityPoint Health. This role has accountability for understanding strategic and operational plans and how they support the health care needs and perceptions of their communities. The CNO serves as a key leadership connection between the market and UnityPoint Health and works in a dyad relationship with the Market Chief Medical Officer.

Responsibilities

Key Accountabilities

* As part of the Market Leadership Team, pursues top decile performance in quality, patient safety and patient experience for the Market. With a focus on execution, creates accountability for results within the Market and builds the discipline and capacity for achieving results.
* Creates the case for patient care transformation by articulating the rationale for the change and linking change to UPH goals. Utilizes a data informed approach with a keen focus on the benefits to the patient first and team second. Recognizes and employs strategies that foster adoption of change and accelerates outcomes.
* Works collaboratively with the Market President and Market Chief Medical Officer to reinforce organizational structures, systems and processes that support a patient centered culture. Ensures team involvement in decision-making relative to care delivery and seeks input frequently on ways to improve the patient and staff member experience.
* Drives operational execution including but not limited to quality, patient safety and experience, budgetary, clinical outcome, staffing, Administrative On-Call duties, and other.
* Ensures that the policies needed to achieve the Market and UnityPoint Health's objectives are clearly communicated and implemented.
* Promotes use of management system standardized tools and methods to drive excellence and build sustainability for continuous improvement.
* Receives, interprets, and carries out policies established by UnityPoint Health.
* Ensures communication systems promote psychological safety and a just culture. In addition, these system keep team members and the community well informed, and provides the markets and UnityPoint Health with feedback regarding its activities.
* To ensure that the Market is fair and honest in all its affairs and acts in accordance with its obligations to the society of which it is a part.
* Ensures the Market entity acts as a responsible member of its community, through active participation in community betterment and development activities.
* Partners with key stakeholders to develop a market specific nursing workforce plan and supports internal and external partnerships to building nursing pipelines.
* Ensures appropriate quality patient care is provided within the Market entity through monitoring and control of UnityPoint Health's policies, standards, and targets. Ensures correction of variances from standards.
* Receives, implements and supports a monitoring and control processes to ensure quality and appropriateness of care.
* Ensures the controls needed to monitor and demonstrate accountability for the routine operations of the Market entity exist and are reported appropriately within a prescribed time frame.
* Receives and responds to performance reports from UnityPoint Health and takes appropriate action to remediate variances from outcome targets.
* Ensures the market entity meets UnityPoint Health's goals and implements System strategies at the market level.
* Ensures the entity is staffed with capable people who are appropriately mentored and developed and have an opportunity to develop to their fullest potential to contribute to the Market and System's goals.
* Develops talents and selects nursing leaders who align with our FOCUS Values.
* Ensures Market leadership accountability and understanding and executes strategic and operational plans. Measures performance against those plans.
* Ensures market level communities health care needs and perceptions are identified and addressed through the execution of Market operating plans.

Basic UPH Performance Criteria

* Demonstrates the UnityPoint Health Values and Standards of Behaviors as well as adheres to policies and procedures and safety guidelines.
* Demonstrates ability to meet business needs of department with regular, reliable attendance.
* Employee maintains current licenses and/or certifications required for the position.
* Practices and reflects knowledge of HIPAA, TJC, OSHA and other federal/state regulatory agencies guiding healthcare.
* Completes all annual education and competency requirements within the calendar year.
* Is knowledgeable of hospital and department compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Qualifications

Education:

* BSN
* Master's Degree (MSN, MBA, MHA, etc.)

Course work in financial management, strategic planning and continuous quality improvement.

Experience:

* Seven years healthcare experience with progressive levels of leadership experience.
* Five years at Director of Nursing or equivalent level.

Experience in a unionized environment/labor relations.

License(s)/Certification(s):

* Current licensure in the State.

National certification as a nurse executive or in related area.

Knowledge/Skills/Abilities:

Leadership acumen to serve as a member of the Market Leadership Team.

Ability to implement care delivery plans and operating systems for the UPH System of Care consistent with the broader strategy and goals of Summit.

The ability to build teams as well as consensus and deal with complex situations with a large degree of variation in policies, rules and regulations.

Ability to lead, challenge and motivate team members.

Commitment to service excellence, quality and continuous performance improvement.
