Overview: The Senior-Level Identity Intelligence Specialist serves as the office of Counterintelligence and Counterterrorism Vetting (CCV), Senior Identity Intelligence Analyst and senior Diplomatic Security Identity Assurance System (DSIAS) trainer
This position is contingent upon contract award
Primary Responsibilities:
• Provide analysis, research, assistance, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S
Embassies and Consulates worldwide.
• Utilizes numerous databases, specialized tools, and advanced research and analytical techniques to identify and analyze individuals that may pose a threat to U.S
and State Department interests; identifies opportunities to mitigate threats through a variety of analytical processes; validates the significance of data; and makes recommendations regarding the mitigation of threats.
• Conducts analysis of biometric and biographic information on individuals of interest utilizing the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S
State Department personnel or facilities.
• Independently identify, research, and review pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs around the world, CCV management, and senior DS management.
* Plans, develops, and leads in-depth all-source analysis, using traditional and non-traditional classified and unclassified sources of intelligence.
• Show initiative in independently identifying additional areas of concern in the open source threat assessments.
* Ensure that individuals who pose a potential threat to U.S
interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner.
• Develops and analyzes data, draws conclusions, and estimates probabilities based upon knowledge of current and past intelligence situations and an understanding of the significance of conditions and trends in the areas of specialization.
* Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
• Utilizes overlapping professional disciplines to research, refine, and correlate data and raw intelligence into concise security products.
• Plans, coordinates, and prepares complex, sophisticated, and customer-tailored identity analytic products, to include broad strategic assessments of identity risks and vulnerabilities, and more tactical substantive identity targets, which are provided to various Department of State Offices, Intelligence Community and law enforcement partners, and Regional Security Offices at U.S
Embassies and Consulates worldwide.
* Answer e-mail inquiries from other offices regarding threat information
Responses should provide analysis and assessment, as necessary, and should be sent in a timeframe commensurate with the urgency of the threat.
* Provides program analysis and advice with regard to the vetting process, appropriate vetting techniques, and recommendations to refer information to various Department of State and Diplomatic Security offices for additional investigative action.
• Builds and maintains strategic relationships with internal and external customers to identify changing needs and requirements and implementing strategies and plans to address evolving security priorities.
• Initiates, develops, and maintains a network of formal and informal relationships with senior -level ODNI, Intelligence Community, law enforcement, military, private industry, other U.S
government agencies, and foreign liaison counterparts.
• Promotes and coordinates regular communication with internal and external peers and experts to collaborate on intelligence issues and provide expert guidance on the types of information relevant to the vetting of local national employees and job applicants.
• Serves as an expert on the most effective methods and approaches for the specialized vetting of local employees and job applicants at U.S
Embassies and Consulates worldwide
Provides advice and guidance to management in resolving a variety of issues associated with the investigation of counterintelligence and terrorism threats and hostile activities affecting State Department employees and employees of other U.S
Government agencies assigned to U.S
diplomatic missions.
• Prepare and present oral briefings on their findings to CCV management and other DS offices as appropriate.
* Provide biometrics analysis training to newly hired Identity Intelligence Assistant, Junior and Mid-Level Identity Intelligence Analysts.
• Provide training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer-Investigations, Foreign Service National Investigator, and Foreign Service National Investigator In Service training classes at the Diplomatic Security Training Center.
• Brief DS Agents who are transferring to posts with DSIAS on the DSIAS system and the overall DS vetting program.
• Participate, or lead, in foreign travel for the purpose of deploying DSIAS to new locations at U.S
Embassies and Consulates
This duty includes providing training to Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS.
* Or Perform Temporary Duty at any RSO Office world-wide to provide identity intelligence analysis support to the RSO mission of vetting locally engaged staff employees and job applicants.
• Utilize DSIAS to biometrically enroll locally employed staff and job applicants at U.S
Embassies and Consulates world-wide.
• Ensures the proper storage and handling of classified and unclassified material.

Supervisory Responsibilities: N/A Education and/or Experience:
• Eight (8) years of relevant intelligence analysis experience, or Counterintelligence, Human Resource Intelligence (CI/HUMINT) experience
Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation, Department of State, or an equivalent U.S
Government agency and should include experience in Military Occupational Specialties 35F, 350F, 35O, 18F, 35M, 35L or other military service equivalents, or GS-0132 series.
• Minimum of two (2) years of relevant identity intelligence analysis experience required
* A Bachelor's Degree preferred from a four (4) year U.S
accredited college in one of the following areas: Political Science, International Affairs, Area Studies, or a related field of study
* Experience in the collection, analysis and dissemination of foreign affairs and terrorism-related information.
Knowledge, Skills, and Abilities:
• Must be proficient in utilizing computer databases and intelligence related automated systems to support analytical efforts and product development.
• Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analysis.
* Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.
* Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department in order to establish and maintain liaison with individuals representing a broad range of organizations and interests involved in and affected by Directorate programs
This includes Intelligence Community and other Executive Branch agencies.
* Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
* Must be able to operate as a leader, as part of a team, cooperate effectively with other team members and be mission focused, and work independently as needed
Certificates, Licenses, Registrations: N/A Security Clearance: TOP SECRET Clearance with SCI Access Required
• Must have a current United States Government TOP SECRET Personnel Security Clearance and be able to qualify for SCI access.
• Must have a current U.S
Government Single Scope Background Investigation (SSBI)/Tier 5 or equivalent (less than 4-1/2 years old) to be eligible for SCI access.
• Must be a U.S
Citizen.
• Must be able to maintain required Security Clearance/access approvals
Physical Demands: The physical demands that will be required inside the work place and for the position
Must lift, will sit, answer the phone, type on a keyboard, move files, etc
The Government reserves the right to require contractor staff travelling overseas to be screened by a physician prior to departure
The overseas screening may certify only that the contractor is fit to travel
Travel to areas with minimal medical support may require a detailed physical examination of the contractor to determine in adequate medical support is available to manage illness or serious medical emergency arising from preexisting conditions such as diabetes or heart disease
Travel: Perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions
Work Environment: This position is located at U.S
Embassies and Consulates overseas primarily in designated high threat countries.
