This vacancy is being announced as a Classified position and will be filled as a Probationary or Promotional appointment.

Position Description:

This RN Supervisor A is assigned to the Madison Parish Health Unit and works as the Nursing Supervisor of the Parish Health Units in West Carroll, East Carroll and Madison Parishes.  The RN Supervisor A practices within the scope of practice designated by the Louisiana Nurse Practice Act (LRS 37:911), and adheres to policies, procedures and standards of the Louisiana Department of Health and Hospitals/Office of Public Health and is accountable for promoting a positive image.  Reports administratively to the RN Supervisor B assigned to the Franklin Parish Health Unit.  Functional supervision received from RN Supervisor B assigned to the Franklin Parish Health Unit. Supervision exercised is over all Public Health Nurses and paraprofessional nursing personnel within the Parishes of West Carroll, East Carroll and Madison Parishes.

 

The duties and responsibilities of this position include, but are not limited to:

 

* Serves as a supervisor in West Carroll, East Carroll and Madison Parish Health Units.
* Establishes short, medium and long term goals and plans, and nursing care, for all OPH programs.
* Implements new programs and supervises existing programs such as Reproductive Health, Immunizations, WIC, TB and Covid activities.  
* Identifies and utilizes community health status indicators and manages surveillance, population-based needs assessment and immunization tracking.
* Monitors public health practice for quality and appropriate utilization of services.  Duties include, but are not limited to direct care and follow up.
* Provides nursing care by assisting physicians, Advance Practice Nurses, and/or nurses conducting examinations, medical treatments, and/or counseling in public health services.
* Refers and links individuals or families to other community resources.  
* Functions as an STD Nurse Clinician.  
* Obtains complete health history, conducts nursing and developmental assessment, including specialized anthropometric measurements, and determines deviation from the norm and refers as needed.  
* Obtains blood specimens and other specimens for analysis and Interprets laboratory results.
* Distributes medications and monitors effectiveness of the medications for TB patients.
* Provides treatment and follow up per protocols established by OPH.
* Maintains OSHA/CLIA guidelines in performance of nursing duties.
* Administers medications and immunizations and provides education on side effects and adverse reactions.  
* Enters data into appropriate electronic program for all services provided.  
* Provides health education to individuals, families, or community groups on preventive health care, health risks and strategies for promoting or protecting health.
* Participates in population-wide health promotion/risk reduction programs when needed.
* Participates in Continuous Quality Improvement process, reflecting standards of public health competencies and nursing care performance in order to assure quality of care.
* Provides professional nursing care in response to emergency situations and other public health responses in the community and statewide within the scope of professional nursing practice and policies and procedures of OPH.
* Maintains current CPR certification.
* Provides environmental health nursing and risk assessments in collaboration with environmental health personnel, regional and state epidemiologists for exposure to environmental risks and disease outbreaks.  Duties may include collecting data, obtaining other specimens for analysis, case management, follow-up and referral.
* Utilizes interpersonal communication skills in a customer-focused environment which includes all visitors, employees, and clients.
* Accepts and performs additional duties not listed but necessary for the smooth operation of the work unit or to help ensure quality of agency services.
* Attends nurse meetings, workshops, conferences, CPTP and other required trainings.
* Coordinates with RN Supervisor B, Regional Nursing and Administrative Staff when needed for audits, mass drills, policy and procedure updates, staff coverage, etc. within the region.
* Plans and evaluates performance evaluations.  Participates in disciplinary actions as necessary.  
* Interviews prospective staff members and makes recommendations.
* Travels to alternate sites for work when necessary.

MINIMUM QUALIFICATIONS:

Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus three years of professional nursing experience.

 

SUBSTITUTIONS:

A baccalaureate degree in nursing will substitute for one year of the required experience.

 

A master's degree in nursing or public health will substitute for one year of the required experience.

 

Specialized degrees less than a doctorate will substitute for a maximum of one year of the required experience.

A doctorate in nursing or public health will substitute for two years of the required experience.

 

Specialized degrees will substitute for a maximum of two years of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To provide first line supervision of nursing services either in a clinical, educational, or programmatic setting.

 

LEVEL OF WORK:

Supervisor.

 

SUPERVISION RECEIVED:

General from an RN Supervisor B or other higher level personnel.

 

SUPERVISION EXERCISED:

Direct over lower level registered nurses, paraprofessional and/or professional personnel.

Serves as charge nurse and assumes responsibility for staffing and/or care of patients within a unit.

 

Assists in maintaining patient care standards by supervising and directing activities of subordinate nurses engaged in quality assurance, infection control, and utilization review activities.

 

Receives physicians' instructions regarding patient care and ensures that orders are transmitted to other units as needed.

 

Oversees delegation of simple nursing and other therapeutic procedures to lower level professional and paraprofessional employees.

 

Makes regular patient rounds to observe and assess patients' physical conditions and behaviors, evaluates the quality of care provided, and ensures proper documentation of treatment and nursing observations.

 

Reviews nursing plan of care for all patients within a unit and ensures that treatments and therapies specified in the plans are carried out.

 

Administers oral and intramuscular medications, begins intravenous therapies, and performs medical tests as needed in the absence of subordinate professional staff.

 

Provides specialized nursing care, i.e. ventilative care, special equipment, triage, or multiple system failures, etc.

 

Admits patients or receives patients following admission by conducting Nursing Assessment and Initial Treatment Plan.

 

Evaluates patient care practices according to established standards and implements quality assurance methods to insure that standards are met.

 

Plans, develops, and oversees the implementation of programs and courses to meet specific or general needs for orientation and ongoing training of staff.

 

Directs nursing staff development and in-service education.

 

Establishes long-term goals and objectives for staff development and education.

 

Determines needs for training through direct observation, results of quality assurance reviews and consultation with other supervisors and directors.

 

Participates in the design and conduct of special research projects.

 

Participates in the development and update of nursing policies and procedures.

 

Maintains records of employees' participation in in-service and continuing education programs.

 

PUBLIC HEALTH OPTION:

Supervises activities of clinics to ensure that patients receive needed services, program requirements are maintained, and appropriate follow-up appointments or treatment are provided.

 

Develops and evaluates staffing patterns and clinic schedules to ensure maximum staff utilization.

 

Assesses performance and efficiency of public health nursing personnel on informal and formal bases.

 

Provides counseling of employees on performance-related issues.

 

Plans and evaluates performance evaluations of staff nurses.

 

Participates in disciplinary actions.

 

Identifies continuing education needs of staff and provides for in-service instruction on public health program requirements, policies and procedures.

 

Analyzes statistical data in program activities, caseload, and program effectiveness to provide training.

 

Collaborates with parish, regional and statewide personnel in planning, implementing, and monitoring program guidelines and recommendations.

 

Monitors program activities, caseload, and public health program effectiveness.

 

Provides professional education to nursing, medical, and other health disciplines in OPH and other public and private agencies.

 

Supervises Nurse Family Partnership (NFP) Nurse Home Visiting staff in conducting home visits for first-time low-income pregnant women and families.

 

Conducts weekly supervision with individual nurse home visitors, weekly team meetings and/or case conferences, and quarterly home visits with nursing staff according to the model of care developed for NFP.

 

Monitors referrals, outreach activities and enrollment of clients to maintain appropriate caseloads, data accuracy and programmatic outcomes.

 

Collaborates with community partners to engage the community in improving maternal and child health outcomes reduce child abuse and foster positive social and emotional development of children.

 

Supervises and/or provides care coordination and follow-up of services for vulnerable populations.

 

Informs families about community resources, supervises and/or provides home visits.

 

Serves as a collaborative resource for services available.

 

Conducts interviews with HIV-positive individuals to determine infection epidemiology.

 

Serves as liaison for the HIV/AIDS Program with the regional STD and TB units and private physicians to facilitate counseling and testing services and HIV/AIDS cases reporting.

 

Analyzes the effectiveness and efficiency of program objectives based on epidemiological studies and HIV/AIDS statistics.

 

Plans, coordinates, implements, evaluates, and communicates public health information, roles, capacities, and legal authority to all parish health unit staff and partners involved with emergency response on a parish level.

 

Responds to emergencies and public health/bioterrorist threats on a 24-hour basis.
