Description The S&T Protection Analyst serves the DARPA SID and organizational leaders as well as a force multiplier to other DARPA functional areas and technology offices
In this capacity, the SME may be called upon to autonomously represent or support DARPA at senior level interchanges across the U.S
Government, international alliances, the Defense Industrial Base, and academia
Areas of focus include, but are not limited to thought leadership, traditional security, S&T protection, proactive protection (P 2 ), technology protection engineering, analysis and assessments regarding U.S
national and DoD security policies, horizontal protection, counterintelligence, cybersecurity, and international security
This position requires high level understanding and actual application of appropriate governing regulations, policies, and laws as well as developing, integrating, and monitoring related DARPA programs and applications
This position requires a Bachelors Degree, and a minimum of 12 years of qualifying, related experience or an Associate degree with 15 years qualifying, related experience
The candidate must have at least 8 years of experience dedicated to S&T, RDT&E in support of unclassified, collateral, SAP, and SCI programs
Demonstrated hands-on experience in leading technology protection, international security, counterintelligence, and cybersecurity efforts is preferred
The SME must possess and have successfully demonstrated technical and leadership excellence, critical thinking, exceptional oral and written communication skills, problem solving skills, analytical skills, and the interpersonal / people skills necessary to justify, develop, and implement effective policies, tools, and procedures necessary to protect information at the program level for unclassified, collateral, SAP, and SCI efforts
The SME requires knowledge and proven application of: program protection, Enhanced Protection Methodologies (EPM), classification architectures, Operations Security (OPSEC), Communications Security (COMSEC), sensitive test and transportation planning, intelligence & counterintelligence threat support requirements, cybersecurity, international security, contingency response planning, organizational reconstitution, secure information transmission, secure hardware transportation, and the principles governing controls on fundamental and applied research activities
A successful applicant will also have a working knowledge of the DoD Security enterprise to include organization, functions, and processes
Qualifying relevant experience includes demonstrated recent experience in successfully performing as a senior leader (or similar title) for one or more programs on a contract or in an organization that provides protection oversight, guidance, and accountability in preserving U.S
game changing capabilities
Be able articulate, create, develop, coordinate, and manage program protection strategies to support DARPA Programs and technology thrust areas including but not limited to: 1) Aeronautics systems 2) Armaments and energetic materials 3) Biological and chemical systems 4) Directed and kinetic energy systems 5) Electronics 6) Ground systems 7) Guidance, navigation, and vehicle control 8) Information Operations 9) Cyber warfare 10) Manufacturing and fabrication 11) Maritime systems 12) Materials 13) Nano and Micro technologies 14) Nuclear systems 15) Power systems 16) Sensors and lasers 17) Signature control (Low Observable (LO) / Counter-Low Observable (CLO) / Very Low Observable (VLO)) 18) Space systems / Space Control 19) Weapons effects and Countermeasures 20) Position, Navigation, and Timing Work closely with DARPA leadership, technical office PMs, Scientific Engineering and Technical Assistance (SETA) staffs, PSOs, PSRs and External Relations personnel, develop and maintain currency of Essential Elements of Friendly Information (EEFI) for DARPA and its programs to preclude inadvertent public release/disclosure of critical or sensitive information
Identify critical program information/capabilities for DARPA programs
Identify vulnerabilities of DARPA programs and technology thrust areas; work with SID, counterintelligence (CI), Cybersecurity, and International staffs to assemble information and perform research and analysis of intelligence, counterintelligence, and open source information to identify threats, susceptibilities, and vulnerabilities of DARPA programs, systems, and technology thrust areas
Develop innovative and proactive analytical methodologies; refine existing program protection analytical methodologies to meet evolving program needs
Review organizational mission statements and associated publicly available technology program information for inconsistencies which may reveal sensitive information
Identify indicators that could reveal critical information and compare those with threat information to identify vulnerabilities and recommend mitigation measures
Work with SID CI personnel to examine and recommend mitigation measures based on the Agency and specific program risk assessments, keeping program cost, schedule, and ultimate program capability in mind
Maintain an account on the OUSD (AT&L) Acquisition Security Database (ASDb) to assist PSOs, PMs, SETA staffs, and performer staffs, if necessary, in the application of horizontal protection measure
Document the complete OPSEC process in program-specific OPSEC plans.; By maintaining contact with the Interagency OPSEC Support Staff (IOSS), develop or import appropriate OPSEC awareness products and or training materials and make them available to DARPA personnel and its contractors
Working with the SID staff, coordinate the execution of an annual OPSEC assessment of DARPA
An OPSEC assessment is an intensive application of the OPSEC process to an existing operation or activity by a multidisciplinary team of experts
Assessments are essential for identifying requirements for additional OPSEC measures and for making necessary changes in existing OPSEC measures
Working with the DARPA OPSEC Manager, PSOs, PSRs, and other SID elements, organize and participate in OPSEC surveys of selected DARPA program activities
Ensure that the Overarching DARPA Operations Security Plan is periodically monitored, in light of evolving DARPA program thrusts, and is updated, as required, to remain current
