R-00133469 Description Leidos has an opportunity for a Cloud Alignment Manager to lead, manage, direct and guide the efforts of the team that will take the engineering lead in transforming on-premise legacy systems to the cloud.  The Cloud Alignment Manager will specifically focus his or her efforts to help lead migration efforts to the Oracle Software as a Service (SaaS) Human Capital Management (HCM)

This new HR system, Defense Civilian Human Resources Management System (DCHRMS), is a cloud-based personnel system that will integrate six different HR application databases (for each of the DCPDS DoD agencies) into one consolidated database and provide a core transactional system that makes it more flexible to share information between Component agencies while standardizing and streamlining personnel processes
The DHRMS HR system model will represent an Enterprise Common Model (ECM) that could then allow other agencies to leverage the government HR services
Other HR supporting applications reside within the Oracle Cloud Infrastructure (OCI), some integrate with DCHRMS, and others will transform into cloud solutions
The Leidos DCHRMS program has started incorporating continuous integration (CI) and continuous delivery (CD) principles within our cloud transformation efforts and is working towards integrating test automation into our process-based and regression testing activities.  Our model focuses on agile methodologies through continuous improvements to transition to a more DevOps approach of routinely integrating code changes into the main branch of a repository/baseline, and testing the changes, as early and often as possible
This approach starts with the decomposition of requirements to formulate them into user stories allowing the configuration and development teams to align their code and configurations to meet that of the acceptance criteria within each user story
The Cloud Alignment Manager is responsible to lead and manage the team to analyze and evaluate user functional needs and will decompose and align requirements into a functional specification and further align those requirements to the technical teams to implement and test for the final customer acceptance
As the Cloud Alignment Manager, you will oversee the entire alignment process into documented requirements so that the program can progress to getting the features deployed into the Oracle cloud
As the manager, you are expected to serve as a lead business systems analysis and may act as the Scrum Lead for SaaS HCM project implementations
You will be part of a fast-moving program team, using agile and scrum processes to transform our DoD customers to state-of-the-art cloud solutions
You are focused on working towards ensuring solutions are implemented while also being mindful of the expected delivery timelines, working collaboratively with the department and functional groups across the organization
Duties include coordinating with business and technology teams to decompose and align system requirements, transcribe requirements into user stories so they are in a state the configuration and development teams can execute, and complete design such as program functions, output requirements, input data acquisition, and execution of user acceptance criteria
Ability to capture functional requirements, lead scrum projects, if applicable, to assign and design capabilities to handle functional and system requirements
Works with developers and testers to ensure requirements are being met
This position will be remote, allowing you to reside within San Antonio area (where the program is managed) or where you currently live within the United States
Primary Responsibilities
• Lead and manage a team of 5-10 Leidos personnel to include managing the work oversight for the Cloud Alignment and Business & Functional Analysts teams
• Maintain oversight of user stories, Functional Specification document, requirements Work Breakdown Structure, and the Requirements Traceability Matrix (mapping and tracking requirements to development, test, and deployment). 
• Analyze and evaluate user functional needs and decompose and align requirements into a functional/system specification and further align those requirements to the technical teams to implement
• Perform systems requirements analysis, functional analysis, industry & best practices analysis to map and lay out the requirement details and orchestrate a path to requirements allocation and interface definition
• Develop the associated User Stores derived from the decomposed requirements and conduct the technical management and integration of the User Stories
• Review duration/ timeline analysis and actively participate in the scrum sprint planning efforts to ensure requirements are allocated to sprint/release development cycles
• Collaborate with scrum teams to provide input to solutions to solving customer requirements into the HR systems; support the various scrum team(s) projects, focusing on solutions, status updates, detailed schedules and risks, develop mitigating actions for assigned risks, resolve/mitigate problems, and verify effectiveness of corrective actions
• Leverage DCHRMS technical knowledge from the team(s) to ensure concepts are well documented and communicated to all applicable levels
• Maintain the Decisions Log, recording all decisions that drive requirement & feature component allocations as well as key decisions points related to design and development implementation approaches
• Communicate with senior leadership and potentially with executive leadership (internally or client) regarding matters of significant importance to the organization/project
• Proactively mitigate associated issues and impediments; empower your team to come forward with potential solutions that can be assessed; collaborate with other teams on key dependencies, associated mitigation strategies, and problem/issue resolutions
• Lead and facilitate various requirement related scrum ceremonies as well as ad-hoc meetings, as applicable
• Collaborate with program management and customers in forming strategies to improve performance, reliability, and cost effectiveness
• Ensure requirements are being decomposed into user stories for the configuration/development teams to execute
• Review metrics regularly to manage the team’s status and present progress regularly
• Conduct team resource management; manage the growth, performance, and professional development of staff
• Meet with the team routinely and identify growth opportunities as well as establish goals for your team Basic Qualifications
• Requires a BA/BS or equivalent experience and 5+ years or prior relevant experience or master’s with 3+ years of prior relevant experience
• A strong system engineering background; understanding of technical principles, theories, concepts of agile, scrum and HR system implementations
• Past engineering experience with mid to large, enterprise IT program(s) with understanding of project management principles and risk and opportunity management
• Experience effectively communicating at senior levels within a customer organization
• Excellent verbal and written communication skills.  Good team player who shares knowledge and experience with team members

• Knowledge of federal and DoD industry/government best practices
• Has in-depth understanding of technical principles, theories, concepts of agile, scrum and HCM SaaS products.
• Ability to work in agile environment and collaborate with other teams/groups in a fast-paced agile environment
• Familiar with using the Atlassian Jira application
• Already have an active Department of Defense (DoD) Public Trust Clearance
• Understanding of database design, business system workflows, application support and system security principles
