Duties * You will develops process control techniques and Job Hazard Analysis (JHA) that conforms to OSHE regulations and laws. * You will execute effective trend analysis of program area or project to identify adverse conditions or trends and provides management with recommendations for meeting customer requirements and improving performance. * You will develop instructional material, schedules, coordinate and conduct safety briefings, safety training classes, and professional development classes for managers, junior and senior leaders within NNSY, and other organizations. * You will initiate and conduct training; executes educational activities and promotes safety awareness via safety councils; and develops educational materials for newspaper articles, safety-grams, newsletters, and brochures. * You will determine tooling and equipment, worker qualifications and training requirements necessary to safely accomplish NNSY production work. * You will work steps necessary to implement OSHE requirements for the execution of ship repair work, construction work, chemical laboratory analysis, and service support work. * You will provide design advice to department /shop heads on state-of-the-art equipment and operations to address safety, fire protection and environmental standards and criteria. * You will recommend facility/equipment requirements or modifications and assist the responsible department in designing the proper safety, health, environmental and fire protection controls to eliminate hazards or achieve regulatory compliance. * You will assist in the planning and development of facility and equipment design safety criteria, guidelines and directives by studying technical data and information that is provided by higher authority or is developed by the incumbent. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. * Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience preparing in depth analyses, reports, and correspondence on OSH (Occupational Safety and Health) technical matters for use by management. * Experience conducting independent accident investigations of all classes and categories of accidents to analyze contributing factors and establish corrective measures. * Experience providing oral and written communications presenting findings and recommendations, carrying out specific actions regarding controversial issues and/or selling new ideas, concepts, and programs. * Experience applying techniques and methods needed to abate OSH hazards, along with modifying standard practices to resolve complex problems for which accepted methods are not directly applicable and the skill to develop or apply the latest approaches in safety, health, or environmental science to control or minimize existing or potential problems. * Experience applying production practices (shop/shipyard) and OSH laws/regulations/objectives concerning injury prevention and OSH compliance as they relate to the overall mission, functions, equipment and facilities of a major naval shipyard industrial operation. * Experience exercising substantive (i.e., technical) and procedural (i.e., local procedures and manuals) requirements of OSH laws and regulations issued such as: Occupational Safety and Health Administration (OSHA), American National Standards Institute (ANSI), National Fire Protection Association (NFPA) standards, Department of Transportation (DOT), Environmental Protection Agency (EPA) regulations, and Department of Navy (DON) directives and manuals.
