LOGISTICS MANAGEMENT SPECIALIST with Security Clearance

Duties SUMMARY OF DUTIES: The purpose of this position is for functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. May serve as the organizational Property Book Officer responsible for routine accomplishment and oversight of property accountability functions in subordinate organizations. Supervisory duties are performed less than 25 percent of the work year. * Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. * Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other directed command inspection programs. * May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. * May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. * May establish quality control procedures and oversees the edit of all documents. * Analyzes requirements, develops forecasts, directs re-allocation, and provides guidance for the execution of funds for all decentralized logistics resources. * Provides technical guidance and assistance to all organizational logistic personnel pertaining to logistics and property management. * Performs other duties as assigned. Requirements Conditions of Employment * NATIONAL GUARD MEMBERSHIP IS REQUIRED. Ensure that the Questionnaire is completed on Application Manager. GENERAL EXPERIENCE: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. CONDITIONS OF EMPLOYMENT NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This temporary limited appointment may be converted to a non-temporary appointment without further competition. m. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected. o. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. p. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition. r. Title 32 Dual Status Technicians with permanent tenure will retain permanent tenure if selected. Title 5 NG employees with permanent tenure will lose permanent tenure if selected. s. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
