Duties * You will serve as an Assistant Program Manager for Test and Evaluation (APM T and E) for an assigned program. * You will provide test and evaluation technical advice to the program managers and on all matters concerning test planning and test execution. * You will maintain the program office master test schedule and test and evaluation metrics and will be responsible for integrating test issues across the Integrated Program Teams. * You will chair Test and Evaluation Working Integrated Product Team meetings and be responsible for Test and Evaluation Master Plan configuration management and currency, planning, coordination and execution of Operational Test Readiness Reviews. * You will act on behalf of the PM/DPM as the test and evaluation liaison between all test and evaluation program stakeholders, decision and policy makers. * You will develop test and evaluation program plans to ensure sound engineering principles and adherence to agency policies. * You will develop solutions to mitigate or eliminate obstructions to program plans and goals to ensure all projects complete as expected. * You will be the subject matter expert on all testing and evaluation matters and will represent the PM/DPM in meetings. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and synthesizing engineering, acquisition test and evaluation, logistics, budget, configuration management, and other functional specialties into integrated test and evaluation strategies for an acquisition program; 2) Utilizing a wide range of technical and business systems, process and practices to manage test and evaluation related acquisitions; 3) Providing a full spectrum test team support, including financial management, test planning and provisioning, test execution and oversight, and coordination of data analysis and test reporting to program managers and other sponsors; and 4) Collaborating and communicating with others on team building, problem solving, and decision-making techniques. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. For the GS-1310, Professional Physics Series: A. Have successfully completed a bachelor's degree or higher in physics, or a related degree that included at least 24 semester hours in physics. Courses must have included a fundamental course in general physics and, in addition, course in any of two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. OR B. Have a combination of education and experience with courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
