Duties * Review directives and policies for dissemination to supported unit/commands. * Develop, coordinate and direct the formulation and implementation of budget programs and policies as they pertain to mission requirement. * Prepare funding status reports, briefings and face sheets using automated systems. * Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve systems problems and maintain data integrity. * Exercise daily fund control and resources management through accounting, budgeting, and management finical reporting programs. * Provide staff assistance to supported units/activities through on-site visits, written and oral communication. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * This position requires Level 2 Financial Management Certification within 2 years of appointment. Specialized Experience: One year of specialized experience which includes managing financial programs to ensure full utilization of funds; developing basic procedures or policies for the organization's budget process; providing advice to management on budgetary matters; validating that funds are available to meet mission requirements; utilizing web-based systems to perform a wide variety of budgetary and analytical tasks; analyzing budget reports and recommending solutions to problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management. OR Combining Education and Experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.
