Duties * You will analyze an aviation program (e.g., program objectives, policies, work operations, testing activities resources utilization) to measure achievement of agency objectives. * You will determine the types of resources (e.g., workforce, contracts, funding, facilities) required to support varied levels of avionics program operations. * You will analyze reports to make recommendations for improvements to program policies. * You will develop career growth opportunities for junior specialists. * You will advise, counsel, or instruct employees on work and administrative matters. * You will assist in overseeing the following programs: Search and Rescue (SAR) aircraft Flight Hour program, and the Technical Assistance Visit (TAV) program. * You will coordinate the Commanding General's Readiness Inspection (CGRI) program inspectors for MCIWEST-MCB CAMPEN air stations related to aviation facilities, METOC, ARFF, aircraft recovery, airspaace encroachment and air operations. * You will plan, develop and manage an operational budget for thhe Aviation Division and participates in the development of the AC/S G-3/5 Program Objective Memorandum (POM)/budget. * You will assist in the oversight and supervision of assigned ATC staff personnel on all ATC operations, maintenance and airrspece issues while ensuring compliance of all ATC related installation rules, regulations and procedures. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing expertise, oversight and advocacy on aviation resources (e.g. personnel, facilities, equipment, and fiscal resources); AND overseeing the management of installation training airspace management in implementing regional plans and policies.
