INTERDISCIPLINARY with Security Clearance

Duties Incumbent typical work assignments may include the following: * Performs work in the application of multiple disciplines in executing test and evaluation, in support of the design, development, procurement, production, sustainment, or operational maintenance of DoD-level major systems with specialized applications. * Conceives and plans new concepts, methods, and techniques providing a significant technical or operational impact or breakthrough in the assigned projects/programs (e.g., air, land, sea, etc). * Advises, assists, and supports the DOT&E and the Office of the DOT&E, and is responsible for oversight, monitoring, and test observance of operational test and live fire test of assigned naval warfare systems, as well as analysis of test results and reporting of findings. * Provides guidance on the conduct and evaluation of T&E for assigned programs to the Office of the Secretary of Defense, the Military Departments, and the Defense Agencies. * Serves as subject matter expert (SME) for test resources associated with assigned programs, by providing independent analyses and assessments, and makes recommendations to the DOT&E ensuring Services and Defense Agencies plan, program, and manage test resources (e.g., test infrastructure, test capabilities, threat systems and assets, consumable assets, targets, ranges, test sites and instrumentation, etc.). * Analyzes, evaluates, and assesses the results of tests taking into account the system's contribution to a unit's ability to accomplish its operational mission. * Participates in special projects and initiatives and performs assignments in support of department leadership (DoD acquisition program oversight activities, such as the Defense Acquisition Board, Integrated Product Teams, and the Senior Level Review Group for assigned programs). Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 1515 Operations Research Basic Requirement : Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in: 1) Applying scientific theories, principles, concepts, standards, qualitative and quantitative analytical and evaluative methods and techniques to accomplish Naval Joint and Coalition Missions; 2) Competence, and practical experience in areas related to survivability and/or lethality test planning, execution and evaluation of major systems (e.g. submarines, missile systems, ships, and/or weapons), in addition to specific experience in naval and joint warfare; 3) Testing infrastructure, capabilities, consumable assets, targets, ranges, test sites, instrumentation, as it relates to Naval Warfare and naval operations and systems; 4) Planning, organizing, developing studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, requiring extensive changes in established concepts and procedures, or may be in conflict with previous programming action; 5) Systems acquisition process and related policies, procedures, and organizations; and 6) Identifying and analyzing technical and operational problems to assess accuracy and relevance of information and then generate independent assessments. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
