INTERDISCIPLINARY ENGINEER/ARCHITECT with Security Clearance

Summary You will serve as an Interdisciplinary Engineer/Architect in the Operations Division within the Public Works Department of NAVAL FACILITIES ENG COMMAND ATLANTIC. **Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made.** This position is a 100% TDY position to Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year. Duties * You will perform technical reviews/engineering studies by identifying engineering disciplines such as architectural, electrical, mechanical, and structural engineering necessary to accomplish design and construction activities. * You will represent Facilities Engineering Acquisition Division as the technical representative in matters involving contract modifications and claims. * You will ensure official contractor correspondence and submittals are included in the contract file. * You will review management of the contractor's safety program to ensure adherence to contract requirements. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Using advanced concepts, principles, and practices in engineering/architecture to enable the incumbent to serve as an expert in the complex multiple engineering areas of consultation, design, and construction; 2) Using computer applications such as word processing, spreadsheet, presentation, electronic mail, Internet, and database software to perform most daily tasks; and 3) Working with other government professionals, client representatives of various backgrounds and experience bases, contractor management and labor personnel, and others as necessary. ADDITIONAL INFORMATION: Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided. Post Differential Allowance - currently 25% of base pay (beginning day 43+) Education FOR THE ENGINEER SERIES: Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
