Duties * Support analytical and production work related to the development, implementation, and execution of the TRADOC military and civilian manpower program. * Use software applications for microcomputers to access, use, and manipulate various manpower management automated databases. * Compile and analyzes data from various financial and personnel systems and provides analysis of manpower utilization. * Maintain TRADOC manpower accounting systems, force management systems, and performs actions to ensure their synchronization and balance with HQDA systems. Requirements Conditions of Employment * This position requires the incumbent to obtain (within 24 months of your appointment) a Financial Management Level 2 Certification, designated as such in accordance with the National Defense Authorization Act (NDAA) 201. * Must obtain and maintain a Secret clearance. * This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time. * A one -year probationary period may be required. GS-09 Specialized Experience: One year of specialized experience which includes: (1) Uses computer systems or applications to collect, compile, and organizes information; (2) Provides technical advice on manpower/force management issues; (3) Analyze or interpret manpower/force management data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, or Business Analytics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes: (1) Evaluating manpower/force management programs and their functions; (2) Recommending improvements in procedures, work methods, and/or organizations; (3) Implementing changes to programs to meet manpower needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, or Business Analytics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes: (1) Forecasting manpower/force management program requirements; (2) Participating in surveys, studies, and/or assessments for manpower and equipment; (3) Performs data analysis and prepares manpower documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). At the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
