This flyer uses the Direct Hire Authority Direct-Mission Support to recruit and appoint qualified candidates to positions in competitive service. Duties * You will report and coordinate cybersecurity actions and tasking with the Command ISSM. * You will provide guidance to ensure the continued authorization of all systems as well as ensuring that Authorization and Assessment (AA) and cybersecurity processes have minimal impact on operational and mission requirements. * You will be responsible for implementing policies and procedures to information systems to prevent and defend against unauthorized access to systems, networks, and data. * You will provide guidance and direction to a team of experts as they ensure network systems are and remain fully compliant throughout the system lifecycle. * You will identify security risks and determine, develop, promulgate solutions to integrate security solutions into design, development, configuration, integration and management of IT systems. * You will assist with internal and external Cybersecurity inspections and audits. * You will review and provide feedback for Plan of Action and Milestones (POAM), Authorization Boundary Diagrams, Security Assessment Reports (SAR), and Security Technical Implementation Guide (STIG) results. * You will demonstrate skill in cyber risk and strategic analysis, enterprise architecture, cyber incident response, cyber vulnerability detection and assessment and cyber related infrastructure inter-dependency analysis. * You will counsel users on policies, procedures, and Cybersecurity and IT requirements. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * FOR 2210 Series: This is a Cyberspace Workforce position, work role code, Information Systems Security Manager (ISSM), proficiency level Advanced. * FOR 2210 Series: The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Qualifications FOR NT-05 (GS-13/14 equivalent): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent), or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience applying Information Technology (IT) security principles to monitor and evaluate systems compliance with cybersecurity requirements. In addition, your experience should also demonstrate experience in the four competencies below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Developing, implementing, and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Presenting updated plans to the IT security manager for review and approval.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolving hardware/software interface and interoperability problems. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Additional information POSSIBLE SALARY CAP: The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position. Therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354). This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
