Contracting Officer

Duties * Serves as the Contract Officer (Administration) (COA) for assigned contract awarded at one Government Owned Contractor Operated (GOCO). * Oversees pre and post Award administration of assigned contracts and delivery orders. * Performs a wide range of contract administration functions, as delegated by the Procuring Contracting Officer (PCO). * Provides surveillance of the contractors' performance in executing contract production requirements, the operation and maintenance of the Army's GOCO facilities/plants, and support of the mobilization base. * Develops and directs procedures to review Award Term Criteria and verify contractor scorecard. * Coordinates, plans, integrates, reviews, evaluates, and controls the contractor's requests for use of facilities for ACO staff review team. * Monitors contractor performance under assigned contracts and adherence to the Federal Acquisition Regulation (FAR) and contract provisions. * Directs internal pre-solicitation activities in support of different facets of contract actions. * Reviews and assists in development of the acquisition milestones to process the procurement from pre-solicitation through contract award and final delivery/completion as proposed by the assigned specialist. * Reviews contractor human relations program to determine compliance with applicable provisions of assigned contracts and Federal labor laws. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. * This is an Army Acquisition, Logistics and Technology Workforce position.
