Background: The International Trade Administration (ITA), an agency within the U.S. Department of Commerce (DOC), is playing a leading role in the U.S. government on supply chain analysis and resilience. Such activities are led by ITA’s Industry & Analysis (I&A) business unit. Through its analytical capabilities, I&A supports the Administration’s efforts to prevent future supply chain crises and related economic shocks, improve the resilience and reliability of supply chains critical to national security, and build strategic and durable collaboration between government and industry. The candidate will be working in I&A’s new Supply Chain Center. 1.0 Objectives:
The Government is seeking Contractors to provided dedicated international economist services for the Supply Chain Center. The Supply Chain Center is a new program in I&A, and the Contractor’s services will be critical to establishing the groundwork for future economic analysis leveraging I&A’s resources. The Contractors will be responsible for designing and conducting economic research and analysis related to the resilience of supply chains critical to the national security, economic strength, and public health and safety of the United States, develop data visualizations, briefing materials and presentations, and monitor current events related to supply chain. The Contractor will serve as a member of the Center’s team, helping advance our efforts to leverage data and advanced analytics to anticipate supply chain risks, understand key supply chains well enough to proactively strengthen them, build our rapid reaction analysis capability, and support international engagements. The Contractor will be working both independently and collaboratively to perform research, analysis, and associated functions that address the Center’s mission and to support or participate in briefings to senior officials. 2.0 Scope of Work: The purpose of this work is to provide international economic analysis and Trade Specialist support services in with the following deliverables: Economist (2 positions):
1) Develop methodologies and approaches for data-driven supply chain research.
2) Prepare reports, briefing memos, and policy recommendations advising agency principals on topics critical to supply chain resilience.
3) Develop clear visualizations of data modeling or economic analyses reflecting supply chain resilience topics.
4) Continuously monitor and assess major trade and economic developments relevant to supply chain resilience activities.
5) Participate in, or support principals’ participation in, oral briefings on analysis performed. 3.0 Tasks: The Contractor shall perform the following tasks in collaboration with I&A staff: Economist: 3.1 Develop Methodologies –The Contractor will be working independently and collaboratively to develop methodologies and approaches for data-driven supply chain research as assigned. 3.2 Prepare reports, briefing memos, and policy recommendations– The Contractor will be using Microsoft software to produce written materials for senior officials. This may include
• Reports on specific projects and deliverables.
• Briefing memos for senior officials using provided templates.
• Decision or information memos on policy recommendations related to supply chain work.
3.3 Data visualizations—The Contractor will have access to Tableau and PowerBI to build visualizations related to supply chain work using data from a variety of sources.
3.4 Presentations—The Contractor will participate in and support oral briefings. This will include the production of:
• Talking Points—The Contractor may need to produce talking points for others to use in meetings on projects they are working on.
• Oral briefings—The Contractor may be required to give oral briefings to internal and external audiences.
• PowerPoint slides—The Contractor may be asked to create slides for presentations
