SUPERVISORY CONTRACT SPECIALIST with Security Clearance

Duties * You will oversee contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms. * You will negotiate and resolve problems related to procurement planning, source selection, and contract performance. * You will conduct conferences to determine terms and conditions, contract modifications, and settlements in the pre-award and post award phases. * You will delegate and assign work to team members in accordance with individual strengths and competencies. * You will oversee, supervise, and direct team members on all contractual policy issues. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing contract management and oversight for all acquisition strategies, plans, procedures, and contracts from development through final closeout; 2) Providing expert consultation services to Management concerning acquisition planning, development, and progress; 3) Overseeing base operating support construction cost reimbursement; 4) Developing local policies and procedures for a wide range of contracting actions; and 5) Supervising and administrating field offices. Additional Information: Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
