Definition: Under general supervision of the Assistant IT Director (Enterprise Architecture & Development), provides technical leadership and supervision to the Application Development Team. Assumes primary responsibility for the architecture, design, coding, documentation and maintenance of SRPMIC custom designed software applications and systems. Works to define requirements that lead to the development, implementation and support of custom applications and systems. Assists in developing data management systems, implementing databases for purchased applications and assisting with establishing standards and techniques for improving the database development. Monitors processes to ensure compliance and overall database health. May provide any level of project management guidance for single or multiple projects as development efforts are carried out. This job class is treated as FLSA Exempt.

Tasks:

  1. Mentoring: Mentors the Application Developers and Database Administration (DBA) staff so that they maintain superior technical and customer service skills along with experience necessary to perform independently and attain further career progression goals.
    • Mentors staff, provides coordination of team workflow and provides leadership and support for organization wide database plans, designs and maintenance.
    • Helps the Assistant IT Director (EA and Development) communicate development goals and objectives.
    • Assumes a leadership role in continuously improving operational development policies, practices, procedures and methodologies.
    • Helps the Enterprise Architecture team establish and implement development Best Practices plus evaluating and improving the effectiveness of service delivery utilizing industry benchmarks.

  1. Supervision & Workflow: Provides routine supervision of Application Developers including approving work time for direct reports.
    • Prioritizes and coordinates staff workflow and provides training and assistance as needed.
    • Prepares timely Employee Performance Appraisal Reports (EPAR) for all direct reports.
    • Provides guidance to the Application Developers regarding development of application systems that meets the needs of the organization and supports the culture and values of the SRPMIC.

  1. Leadership: Provides development leadership and supervision to ensure successful development, quality and delivery of technology services.
    • Assists in the design and architecture of software system business solutions that meet the short and long term expectations of our end users while adhering to IT departmental standards and guidelines.
    • Serves as a member of the Enterprise Architecture/Development Division management team to define direction, set and maintain the goals and objectives of the Division.
    • Provides senior technical leadership to, and works closely with, other IT divisions to establish and enforce IT standards.
    • Evaluates and recommends best in class standards and processes.
    • Serves as a member of the IT Management team.
  • Collaborates with IT Executive leadership team to align functional and IT strategic plans.

  1. Customer Service: Maintains effective relationships with customer department leadership, liaisons and IT leadership.
  • Works in partnership with customers in order to continuously improve systems, services and processes to achieve Community goals and objectives.
  • Develops solutions that encompass the best in breed technology available to achieve short and long term goals of the customer and the Community.

  1. Operational Effectiveness & Efficiency: Ensures development and database teams operate efficiently and meet the organization s needs.
    • Ensures software application systems are developed in accordance with design specifications, coding standards, policies and procedures.
    • Provides input during project planning and scheduling. Manages resource allocation as needed.
    • Provides timely and accurate updates regarding the team progress during all project phases, documenting incidents as they arise and communicating to project leaders and the IT executive management team.
    • Regularly reviews application Service Tickets for proper priority, escalation and closure.
    • Performs root cause analysis on critical and recurring issues and implements changes to prevent recurrence.
    • Provides 24x7 support of critical applications as assigned and directed by the Assistant IT Director (Enterprise Architecture & Development) or IT Director.

  1. Development Environment Management: Maintains development, training and production environments.
  • Ensures that software deployment occurs in the proper sequence. Verifies that, upon completion of the project, all states of the software are consistent including development, testing and production.
  • Ensures that a training environment is maintained and can be easily reset between sessions.
  • Prevents changes from being made outside of the software development process and moved directly into production.

  1. Database Support: Provides primary and secondary Database and Database Server support.
  • Develops, implements and improves a database and system wide disaster recovery plan and testing program.
  • Develops and maintains automated maintenance, monitoring and optimization plans.
  • Manages logical and physical data storage devices, directories and file structures. Assists Networking staff in maintaining a secure database environment.
  • Provides logical and physical database designs, creates database objects and applies database security in support of custom in-house and PeopleSoft PeopleTools application development.
  • Documents database best practices and standards for the organization.
  • Publishes, maintains and champions standards in configuration, normalization, data storage, access management and optimization.
  • Recommends performance and efficiency improvements for data management systems across the organization as data systems grow in size and complexity.
  • Implements and maintains security policies and auditing compliance at the database level.

  1. Vendor Management: Assists internal IT Divisions and external Vendor partners with adhering to, and complying with, SRPMIC database standards or providing workarounds that preserve internal and contractual application support.
  • Provides peer/subordinate review of database object design and coding for compliance with SRPMIC database standards.

  1. Project Management: Determines documents and assists in the management of project scope, schedule and budget.
  • As needed, serves as Development Manager on multiple projects of various complexities at the same time.
  • Utilizes, and strictly follows, a phased project management methodology. Ensures methodology is followed by entire project team.
  • Communicates effectively to all levels of the organization.
  • Resolves difficult problems and conflicts.
  • Ensures that project progress, issues and risks are appropriately documented and addressed.
  • Utilizes change management best practices including organizational readiness, stakeholder analysis, and change communications in order to improve project success and post-implementation customer adoption.

  1. Miscellaneous: Performs other job related duties as assigned by the Assistant IT Director (EA and Development) or the IT Director.

Knowledge, Skills, Abilities and Other Characteristics:
  • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima Maricopa Indian Community.
  • Expert, broad and deep knowledge of information systems and technologies.
  • Knowledge of enterprise architecture and principles including standard platforms, technologies, tools and languages.
  • Knowledge of project planning and management skills including ability to identify and assess risk to determine action.
  • Knowledge of IT infrastructures, Project Management and Applications.
  • Knowledge of object oriented programming and data normalization.
  • Knowledge of Java, J2EE & HTML.
  • Knowledge of disaster recovery planning and testing.
  • Knowledge of systems configuration, security and resource monitoring.
  • Knowledge of database design best practices and data normalization rules.
  • Knowledge of logical and physical database modeling.
  • Knowledge of Structure Query Language (SQL).
  • Knowledge and general understanding of network architectures.

  • Skill with problem solving and group analysis.
  • Skill making technical architecture decisions for Enterprise level database systems.
  • Skill providing implementation, testing and support of high-availability infrastructure requirements.
  • Skill providing problem investigation, troubleshooting and problem resolution involving database, system or applications issues.
  • Skill maintaining highly available and recoverable transaction-based data systems.
  • Skill with project management including design, implementation planning and documentation.
  • Skill designing software development systems.
  • Skill coordinating development project requirements, business solutions, measurable, project estimates, technical assignments and schedules.
  • Skill communicating effectively both verbally and in writing with all levels of the organization.
  • Skill leading a development team on small to large, complex IT projects.

  • Ability to learn new programming languages and methodologies quickly with minimum supervision.
  • Ability to supervise staff workflow in an equitable, efficient and successful manner.

Qualifications:

  • Education: A Bachelor s degree from an accredited college or university in Computer Science, Engineering or related IT discipline.
  • Experience: Five (5) years of experience in development, implementation and maintenance of large-scale systems, preferably across multiple hardware and software platforms.
  • Two (2) years supervisory and management experience required.
  • Three (3) years of experience leading a team of Application Developers required.
  • Demonstrated successful experience with intranet/internet development and implementation preferred.
  • Five (5) years of experience designing, developing and maintaining Microsoft SQL Server databases and database systems.
  • Five (5) years demonstrated successful experience performing the following technologies and skills:
    • Java, J2EE & HTML
    • Adherence to Software Development Lifecycle Methodologies (SDLC)
    • Object Oriented Analysis & Object Oriented Design methodologies
    • Adherence to Agile or Waterfall Software Development Lifecycle Methodologies
    • Project Leadership
  • Comprehensive understanding of systems and applications so that practical solutions can be provided that factor system performance, usability, quality, cross-system interdependencies, scalability and overall cost to develop and maintain.
  • Equivalency: Any equivalent combination of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.
