Duties * You will provide technical support in the areas of project planning, safety site planning, project development, Anti-Deficiency Act work classification, and supporting facility planning. * You will serve as senior project planner for planning, design, and construction projects; i.e. Military Construction, special projects for facilities, waterfront/shore structures, warehouses, power plants, hazardous waste and fire protection systems. * You will investigate existing problem areas in order to forecast future project facilities planning. * You will review plans and designs to ensure they conform within Navy and DoD guidance and A/E contracts. * You will prepare statements of work and government estimates. * You will provide maintenance of weapon systems, hardware, equipment, software, installation infrastructure, or any combination thereof, including depot-level maintenance, and repair. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position requires current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. * You will be required to obtain and maintain a current valid United States driver's license. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications This position has a Selective Placement Factor (SPF) which is CURRENT registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. If you meet this requirement, you MUST provide a copy of your current registration with your application. Note - a copy of a wall certificate, without an expiration date, will not serve to verify this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON) and facilities;
2) Researching construction practices and techniques in order to develop future project specifications or feasibility considerations;
3) Analyzing architecture, engineering and planning proposals, drawings, and specifications in order to plan, design, construct, operate, and restore facilities;
4) Preparing statements of work, government estimates, and administering Architect and Engineering (A&E) contracts;
5) Providing budgeting, planning, and project management techniques to resolve design and construction issues; and
6) Supporting shore facilities design, construction contracts, environmental compliance, planning and real estate by utilizing facilities acquisition, project funding authority levels, contract requirements and documents, proposal and bidding procedures. Education For the GS-0801 Engineering Series applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the GS-0808, Professional Architecture Series applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture.
