SUPERVISORY MANAGEMENT ANALYST with Security Clearance

Summary You will serve as the (N1) Supervisory Management Analyst at Fleet Numerical Meteorology and Oceanography Center (FNMOC), in Monterey, CA. Duties * You will manage all administrative functions and programs of the command, to include manpower, civilian and military manning, and formulation of local policy. * You will serve as the Subject Matter Expert and advisor to the Commanding Officer on all administrative, organization structure and human resources management matters. * You will develop strategic human resources planning and employee career management strategies to meet long-term command objectives and goals. * You will perform all supervisory duties such as planning work/schedules, set/adjust priorities, give advise, counsel, interview candidates, recommend appointments, hear/resolve grievances, effect discipline and identify development and training. * You will initiate and response to official correspondence regarding policy matters and coordinate the exchange of related information between FNMOC and other organizations. Qualifications To qualify for the SUPERVISORY MANAGEMENT SPECIALIST, GS-0343-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience managing all administrative functions and programs of the command, manpower, civilian and military manning and formulation of local policy.
* Experience serving as the subject matter expert and advisor to the Commanding Officer on all administrative, organizational structure and human resources management matters.
* Experience resolving problems and making improvements.
* Experience initiating and responding to official correspondence regarding policy matters.
* Experience coordinating coordinates between FNMOC and other organizations.
* Experience planning, overseeing and managing work accomplished by subordinates. * Experience assigning work to subordinates based on priorities; to include evaluating work, giving advice, counsel or instruction to employees on both work and administrative matters.
* Experience setting and adjusting short-term priorities, * Experience serving as the senior level advisor providing expert technical advice and assistance to Senior Staff and Program Managers on all civilian Manpower & Manning programs and status of ongoing personnel issues.
* Experience providing advice on command wide impacts and implications of changes in personnel programs, rulings and decisions.
* Experience serving as a senior consultant in designing and planning a workforce.
* Experience preparing written reports and giving presentations of findings and recommendations.
* Experience ensuring timely and accurate upkeep of command AMD, realignments of BINs, and NEPR.
* Experience providing oversight of correspondence, military and civilian awards, civilian and military pay.
* Experience overseeing awards board, PMB, and HR related issues.
* Experience managing the DoD performance Management and Appraisal Program (DPMAP); to include serving as the point of contact for DPMAP. * Experience overseeing the command's staffing, recruitment, selection and placement of federal civilian employees.
