Summary You will serve as a SUPERVISORY PROGRAM MANAGER in the International Training Products Division of NAWCTSD ORLANDO. "***This position has a control point of GS-14 Step 10. If selected, your salary will be set according to the established control points of this position which is $122,198 to $158,860. Duties * You will direct the development of comprehensive program plans to ensure fulfillment of requirements, fiscal adequacy, and planned progress. * You will advise a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas. * You will serve as case manager for the applicable foreign military sales efforts in accordance with prescribed higher authority directives to meet partner nation requirements. * You will serve as a liaison in negotiations with other commands and offices of the Navy, DoD, other governmental agencies and private organizations on matters pertaining to the Foreign Military Sales cases. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. * MSP/PPP applicants must currently hold the required security clearance. * This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved. * This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4B3 * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NM-04 pay band (GS-13/14) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Analyzing needs and requirement information to develop program initiatives and planning and leading a program management team; 2) Serving as a key participant in the development of an acquisition strategy that serves as the framework for integrating functional activities essential to the acquisition effort; 3)Communicating with International partners via written and oral communications for the purpose of establishing requirements and executing programs; 4) Executing Foreign Military Sales programs to include disclosure, case development, and case execution.
