Duties * Develop and coordinate supplemental budget instructions for assigned programs/areas. * Examine and assess the funding requirements to ensure compliance with Dept of Defense (DOD)/Dept of Army (DOA) funding guidance and policies. * Identify significant changes in DOD and HQDA policy or guidance which impact the planning and execution of assigned programs in the current and budget years. * Evaluate the funding guidance and resource levels for their adequacy to support the mission and objectives of assigned programs. * Coordinate with co-workers within the budget office, and other persons who provide information about the programs and budgets of the assigned organizations. * Create viable recommendations for resolution of complex problems to include proposal for reprogramming initiatives which realign resources within the programs. * Develop recommended distribution of fund allotments, targets, and limitations for assigned programs by analyzing past and projected funding requirements and utilization. * Perform detailed analysis and reconciliation assigned transactions and takes corrective action, as necessary. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain an INTERIM Secret clearance prior to employment and maintain a fully adjudicated Secret clearance during employment. * Financial Management Level 2 certification must be obtained within the timeframe established by management. Failure to obtain this certification within the required timeframe may result in adverse action. * Financial Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
