Duties * Implement fund controls procedures to ensure funds are requested, received, and distributed in accordance with the phased obligation/commitment plans. * Develop budget policies based on interpretation of polices and regulations. * Monitor and review obligations, expenditures, reimbursable orders, and requests for allotments through examination of accounting records. * Advise personnel regarding the status and availability of funds. * Recommend reprogramming actions or alternative funding methods as required to meet organizational short and/or long-term goals. * Assign work to personnel based on priorities to meet organizational deadlines. * Identify personnel training needs and create opportunities for personnel to receive such training. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Obtain and/or maintain a secret clearance. * THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. * Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. * This certification requirement is a condition of employment for this position. * Failure to obtain this certification within the required time may subject the incumbent to adverse action. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document . Specialized Experience: One year of specialized experience which includes 1). Provide guidance to managers regarding the availability of funds to ensure allotments are properly distributed throughout the organization; 2). Monitor the organization's obligation and expenditure rates using computerized financial databases to confirm funding is within the budget; 3). Evaluate the effect of cost and program changes on the budget execution process; and 4). Assign work to personnel based on priorities to ensure organizational deadlines are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
