BUDGET OFFICER with Security Clearance

Duties * Implement fund controls procedures to ensure funds are requested, received, and distributed in accordance with the phased obligation/commitment plans. * Develop budget policies based on interpretation of polices and regulations. * Monitor and review obligations, expenditures, reimbursable orders, and requests for allotments through examination of accounting records. * Advise personnel regarding the status and availability of funds. * Recommend reprogramming actions or alternative funding methods as required to meet organizational short and/or long-term goals. * Assign work to personnel based on priorities to meet organizational deadlines. * Identify personnel training needs and create opportunities for personnel to receive such training. Provide guidance to managers regarding the availability of funds to ensure allotments are properly distributed throughout the organization; 2). Monitor the organization's obligation and expenditure rates using computerized financial databases to confirm funding is within the budget; 3). Evaluate the effect of cost and program changes on the budget execution process; and 4). Assign work to personnel based on priorities to ensure organizational deadlines are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
