Duties * Provides guidance and legal advice to internal and external stakeholders on regulatory and policy matters, administrative/civil law, procurement law, and fiscal law involving or affecting audits and evaluations of DoD programs and operations. * Regularly interacts with and provides guidance and counsel to OIG supervisors, managers, and senior leaders. * Evaluates DoD and internal guidance, regulations, and policies for legal sufficiency. * Supports the agency in litigation matters and administrative board proceedings, as necessary, concerning pleadings, affidavits, records preservation and analysis, and similar matters. * Establishes and maintains effective liaison and coordination with OIG management and staff. * Reviews, analyzes, and comments on proposed legislation. * Prepares memoranda and briefings. Incumbent is required to obtain and maintain a Top Secret security clearance. * The incumbent must adhere to the DoD Standards of Conduct. Qualifications Basic Requirements: * To meet the basic requirements, you must possess a J.D., LL.B., or LL.M degree from a law school accredited by the American Bar Association. * Applicants must be an active member, in good standing, of the bar of the highest court of a state, U.S. Commonwealth, U.S. Territory, or the District of Columbia, and be permitted to engage in the practice of law.. In addition to the basic requirements noted above, resume must document the specialized experience listed below: Specialized Experience GS-14 Level: You must have at least 52 weeks at the GS-13 level or equivalent level. Specialized experience is defined as possessing knowledge of and demonstrated legal experience in administrative, procurement, and fiscal law, and policies, regulations, and standards relating to audits and evaluations of government programs and operations. Specialized Experience GS-15 level: You must have at least 52 weeks at the GS-14 level or equivalent level. Specialized experience is defined as possessing knowledge of and demonstrated legal experience in administrative, procurement, and fiscal law, and policies, regulations, and standards relating to audits and evaluations of government programs and operations. You must also have comprehensive knowledge sufficient to defend legal and policy positions dealing with DoD and other agency leaders, and with Congressional officials. In addition to the basic qualifications, candidates must have at least five (5) years of specialized legal experience as an attorney in the fields of federal criminal, civil, or administrative law, which demonstrates that candidates can successfully perform the duties of a GS-0905-14/15 Attorney. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no substitution of education for experience at this level. Additional information NOTICE OF VETERANS' PREFERENCE There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring.
