SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST with Security Clearance

Summary You will serve as a SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST in the ORDNANCE ENVIRONMENTAL AND INFRASTRUCTURE DIRECTORATE (N4) of NAVAL ORDNANCE SAFETY SECURITY ACT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Duties * You will interface with diverse audiences at the most senior levels of government and works across the breadth of the Naval Ordnance Safety and Security Activity (NOSSA) portfolio. * You will exercise leadership and management of the Directorate, including planning, programming, budgeting, and execution for budget lines. * You will ensure that both short (tactical) and long-range (strategic) program plans are developed, resourced, and executed. * You will formulate plans, programs, and budgets to accomplish objectives, and manage and allocate resources to accomplish mission goals. * You will oversee and approve the development of agency-wide fiscal year and long term program plans and budget data, including identification of all funding requirements. * You will be an expert on matters concerning environmental compliance, identification and cleanup of contamination and ensuring public health and safety, conservation, restoration, and pollution prevention initiatives. * You will serve as an authority and technical expert for the environmental management of active ranges and other ordnance environmental technical concerns for range sustainability. * You will lead efforts to review, modify, develop, and implement environmental and explosives safety policy and programs, including the allocation of resources and personnel related to the N4 portfolio. * You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector leading the development and implementation of policies and procedures for environmental programs by conducting audits, assessments or inspections to ensure compliance with environmental rules, regulations and laws.
