SRG is seeking an experienced Capability Development Systems Analyst to join our team of Cyber Operation Analysts and Subject Matter Experts (SMEs) to support planning, coordination, synchronization, and execution of offensive cyberspace operations in support of aligned combatant command and designated sub-unified commands. This includes a deep understanding and experience in the employment of available cyberspace capabilities as well as the creation of future cyberspace capabilities. Tasking will include comprehensive cyber support for cyberspace operations planning and intelligence analysis at Joint Force Headquarters level.
The candidate should demonstrate the ability to review, analyze, and operationalize tactical and operational-level Cyber directives. An active/in tolerance TS/SCI w/CI Poly clearance will be required for access to the place of performance, system account creation to perform the tasks, and access to classified data.
Roles and Responsibilities:
The Capability Development Systems Analyst will perform the following functions:
• Identify and perform research, analysis, Analysis of Alternatives (AoA), evaluation, development and test of technologies from industry, academia, and other government organizations, to include Commercial Off-The-Shelf (COTS), Government Off-The-Shelf (GOTS), and open source technologies, for applicability to solving Cyberspace Operations deficiencies and capability gaps, improving existing Cyberspace Operations and enabling capabilities and/or generating new Cyberspace Operations capabilities.
• As directed, review and summarize commercial entities’ cyber capabilities and their ability to meet mission needs.
• Provide systems engineering recommendations and assist with the planning and execution of development efforts for complex software and hardware systems, and systems of systems in support of full-spectrum cyberspace operations.
• Support the development and fielding of cyberspace operations capabilities by eliciting, analyzing, developing and managing requirements.
• Perform functional analyses, develop system functional and physical designs/architectures, test plans, and develop system specification documents.
• Conduct technology assessment and integration processes, provide and support various prototype capabilities, and/or evaluate its ability to meet the requirement based on pre-defined criteria established by the government. Support tasks may include: o Coordinate valuation/assessment actions.
o Develop evaluation/assessment artifacts.
o Document evaluation/assessment results.
o Research current technology to understand capabilities of required system or networks.
o Research and evaluate available technologies and standards to meet customer requirements.
• Identify cyber capabilities strategies for custom hardware and software development based on mission requirements
• Conduct continuous analysis to identify network and system vulnerabilities.
• Develop and implement data mining and data warehousing programs.
• Collaborate with stakeholders to identify and/or develop solutions technology, design and develop new tools/technologies, and troubleshoot prototype design and process issues throughout the product design, development, and post-launch phases. The technology shall meet stakeholder requirements within the scope of the stakeholder’s operation/effort, budget, and timeline/schedule.
Basic Qualifications:
1. 10 years of experience in IT systems engineering.
2. 5 years of experience in the Joint Capability Integration & Development System (JCIDS) process; requirements engineering; development of systems engineering artifacts such as trade studies, function trees, interface control diagrams and specifications.
3. Knowledge of Department of Defense Architecture Framework (DoDAF), Functional Flow Block Diagram (FFBD), Integration Definition (IDEF), Function Block Diagram (FBD), Unified Modeling Language (UML), Systems Modeling Language (SySML), and other system modeling languages.
4. BS degree or higher in System Engineering, Electrical Engineering, Computer Engineering, or Computer Science or a technical degree with equivalent experience in systems engineering.
5. Ability to engage senior leaders and staff and conduct operational and informational briefings to a large audience.
6. Ability to work effectively within a task organized working group and expertise with planning, integrating, and coordinating with inter-agency and intelligence community entities. 7. Must be a U.S. Citizen.
8. Must possess or be able to obtain a U.S. Passport.
9. Clearance: This position requires an Active Top Secret/SCI security clearance with CI Poly.
Preferred Qualifications:
1. Recent Joint or Service Level Cyber Operations planning experience.
