Duties * You will perform extremely complex and wide-ranging functions involving developing policy, standards and procedures in undefined and evolving subject matters, with changing rules, competing interests, and minimum funds. * You will provide leadership and direction for personnel including officers and managers, and second/third level supervisors, as well as subordinate staff. * You will be responsible for monitoring, submitting, coordinating, executing and ensuring compliance with regulations concerning General Funds/RMS (GF) budgets * You will provide construction engineering expertise in major engineering disciplines on projects of an unusual or complex nature. * You will provide broad policy guidance and direction concerning priorities and objectives. * You will exercise managerial authority to set long-range, multi-year plans, goals, and objectives that integrate and are consistent with Headquarters policies and local Installation needs. * You will serve as the principal advisor and consultant on project related issues. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying advanced engineering and architecture theories, concepts, and principals to provide expert advice on program operations; 2) Providing significant and innovative recommendations for unusual Pacific Deterrence Initiatives (PDI) issues or situations; 3) Guiding, motivating and leading team members in achieving timely execution of program goals.
