Summary You will serve as a ELECTRICAL ENGINEER in the PUBLIC WORKS BUSINESS LINE of NAVFAC SOUTHWEST. Duties * You will analyze and evaluate engineering design, specifications, and system requirements for technical accuracy. * You will develop project management plans addressing testing and evaluation, schedules, costs, or other resources. * You will write technical reports and presentations to present data, analysis, conclusions, and recommendations to program authorities. * You will explain complex ideas, problems, and solutions in ways that are easily understood (e.g., using examples, visualizations, analogies, mental models, animations, discovery maps, interactive displays, prototype demonstrations). * You will interface with host nation officials on engineering, planning, and architectural issues ensuring the requirements for facilities are adhered to. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional ELECTRICAL ENGINEER performing the following duties 1) Providing electrical engineering design and cost estimates; 2) Providing technical assistance and solutions to resolve deficiencies in facilities; 3) Providing consultation and expertise to supervisors and customer activities; and 4) Developing planning and project documents (e.g. analyses of facility condition, projected workload, etc.) in order to make recommendations for equipment installation, alteration, new construction, repair, maintenance and major renovation/rehabilitation. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
