Summary You will serve as a CONSTRUCTION ENGINEER in the Acquisition Division (FEAD) of NAVFAC SOUTHWEST. Duties * You will perform site visits to evaluate contractor compliance with applicable contract clauses and evaluate the accuracy of progress reports submitted. * You will review contractor quality control plans and procedures to verify compliance with contract requirements. * You will perform constructability review of contract documents (e.g., plans and specifications) before contract award. * You will analyze contract specifications to determine compliance of proposed work with occupational safety requirements. * You will prepare documents (e.g., cost estimates, sketches, and clarifying drawings) used during change order negotiations. * You will review contractor design and construction schedules to verify compliance with contract requirements. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * You will be required to obtain and maintain a current valid United States driver's license. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participating and/or coordinating both pre-award and post-award meetings such as Technical Evaluation Teams (TETs), constructability reviews, preconstruction conferences, partnering meetings, and final inspections; 2) Identifying and recommending technical solutions to problems encountered during the construction of facilities; 3) Monitoring contractor construction schedules to ensure construction projects do not exceed time constraints; 4) Reviewing accident prevention plans for compliance with contract health and safety requirements; and 5) Reviewing contract drawings and specifications with respect to constructability and compatibility with field conditions. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
