R-00134574 Description The Leidos Health Solutions operation is hiring a Senior Project Manager to support a large healthcare contract in the Baltimore/DC area. Position will primarily be remote with the expectation to be occasionally onsite in Baltimore and travel to Customer site in DC. We are seeking a Project Manager who will manage one significant project or multiple smaller simultaneous projects with multiple staff and customers within the program. The projects for which the manager will be responsible involve Technology as well as business/functional enhancements (small scope to large scope). The manager will be responsible for the Project lifecycle from shaping a project to estimation and approval via the governance process and then for the design, development, and testing of Java/mainframe-based application architectures in a fast-paced development environment. Applicant must demonstrate the ability to work independently or under only general direction. The manager will provide management direction to project analysts, testers, and system and software engineers in completing tasks. Candidate should be familiar with Project Management and Software Engineering methodologies such as Software Development Life Cycle and Agile development. Examples of projects include technology modernization such as the migration of Mainframe programs/jobs to AWS ETL glue jobs entailing 150,000 to 400,000 lines of Mainframe code. This individual will oversee all aspects of the project, leading a team on large projects or a significant segment of large and complex projects. Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project. Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. Primary Responsibilities * The Project Manager is the link between the Federal product owner, the development team, and the Program Manager. * Coordinating and transferring all the relevant information from the Federal product owner to the team and reporting to the Program Manager. * Liaise with business users to elicit requirements and translate them to system requirements and work with development team to define technical solutions. * Conduct system design activities and reviews of detailed application module specifications, classes, objects, methods, and other software components. * Scrutinize change requests to determine the magnitude of work done and estimate the level of effort. * Determine project scope, cost, and schedule for projects with assigned tasks and ensure delivery of projects according to the agreed scope, cost, and schedule baselines. Basic Qualifications to be considered * Bachelor’s degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience. Experience may be substituted in lieu of degree. * PMP certification. * EVM/ANSI-748/Schedule/IMS experience. * Federal government contracting experience. * Candidate must demonstrate experience with scheduling, facilitating design and development meetings, tracking, and resolving issues, inspection management, configuration management, change management, process management, risk management, and requirements management. * Knowledge or experience with Full Software Development Life-Cycle (SDLC) methodologies. * Experience following and ensuring project meets customer Governance policies and processes. * Experience with building customer relationships to prioritize and analyze system issues. * Experience should include familiarity with standard lifecycle processes and tools and leading a team in a software development environment. * Excellent oral and written communication skills, strong teamwork, ability to multi-task and a strong commitment to client service. * Candidate must be able to obtain and maintain Public Trust clearance. Preferred Qualifications * Technical/engineering/software development background. * Experience with complex technical modernization projects. * Experience with Agile development principles and methodology. * Experience with JIRA/Confluence. * Ability to explain technical defects/issues/requirements in a way for business stakeholders can understand.
