GENERAL ENGINEER with Security Clearance

Summary You will serve as a GENERAL ENGINEER (Systems Engineer) responsible for overall technical baseline development and acquisition of Naval Aviation Systems, working in the Systems Engineering Department in the Systems Engineering Department of NAVAIRWARCENAC DIV. The duty location for this position is Patuxent River, Maryland. Duties * You will serve as the Air Vehicle (AV) for level II IPT which is responsible for the development, testing, fielding, and sustainment of all P-8A Air Vehicle systems to include production and initial modifications (i.e. retrofit activity). * You will serve as an Assistant Program Manager for Systems Engineering (APMSE), who will be in charge of a technical development, leadership, and quality of the technical baseline being established, maintained, produced and sustained in the USN. * You will assess progress of system development test and evaluation activities, inventory, production, and support; to ensure adequate resources for project execution. * You will act as the engineering planning and management representative for assigned systems at program reviews, contact reviews, briefings, and budget hearings. * You will present recommendations for improvement from developed engineering research. * You will resolve technical conflicts involving unique situations with aircraft or weapons systems. * You will integrate systems engineering functions of Integrated Product Teams (IPTs) into technical products. * You will formulate engineering design concepts and performance requirements which provide the basis for overall technical and engineering planning for the assigned system. * You will integrate cost estimates with program plans (schedules, development requirements), test and evaluation requirements, projected problems, etc.,) into a total acquisition POM and budget. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing authoritative input and advice on all engineering and technical issues and ensuring engineering requirements are met; 2) Developing project-planning objectives for engineering development of current and long range programs; 3) Managing and coordinating the technical planning, budgeting, scheduling, and evaluation aspects of proposed and authorized in-service aircraft and aircraft equipment product improvement efforts; 4) Assisting in the preparation, planning and development of integrated logistics support plans for assigned systems; 5) Maintaining continuous contact with research and development personnel in order to be informed on all new engineering and scientific developments of assigned systems; and 6) Organizing and performing technical reviews to ensure adequate resources for assigned systems. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
