Duties * You will prepare complex electrical design drawings, calculations, and specifications to accompany design models generated utilizing advanced electrical engineering software (e.g., AutoCAD). * You will develop project plans (e.g., engineering design and construction project) to include work requirements, resource needs, execution schedules and acquisition plans. * You will perform design analyses and calculations for specialized electrical projects and prepare final detailed working drawings, comparative cost analysis, Request for Proposals, and project specifications for a wide variety of facility types. * You will apply new developments or experimental theories to problems not readily treatable by conventional methods. * You will make site investigation field trips to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with sponsoring activity. * You will direct and coordinate with other engineers and architects, including Design-Bid-Build and Design-Build projects, to ensure that final detailed working drawings, specifications, and RFPs are properly integrated with the building systems. * You will lead multidiscipline design teams engaged in the design of complex projects. Qualifications At the GS-13 grade level: This position has a selective placement factor (SPF) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801, OR you must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. For GS-13: In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading the production of construction document (plans, specifications, and design drawing) for large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects) on design-build requests for proposal; 2) Reviewing facilities construction submittals for conformance to the requirements of electrical engineering contract drawings / specifications; 3) Resolving electrical engineering construction and design issues encountered during the performance of facilities contracts; 4) Performing engineering services in support of Architectural and Engineering Contracts such as writing statements of work, estimating fees, negotiation, performance monitoring, and evaluation of bids; 5) Mentoring junior electrical engineers of multidiscipline design teams engaged in the design of complex projects; and 6) Coordinating with other engineers and architects, including Design-Bid-Build (DBB) and Design-Build (DB) projects, to ensure that final detailed working drawings, specifications, and RFPs are properly integrated with the building systems. For GS-12: In addition to the basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Serving as a consultant on electrical engineering aspects to other engineering disciplines on projects that are not predominately electrical; 2) Serving as an electrical engineer providing design and other technical expertise for the organization to include Design-Bid-Build (DBB) and Design-Build (DB) projects, in order to ensure that final detailed working drawings, specifications, and RFPs are properly integrated with the building systems; 3) Preparing detailed electrical engineering analysis, calculations and designs, development of plans using computer aided software, specifications and cost estimates, in support of in-house and Architect/Engineer design bid build and design build projects, for a wide range of projects- projects may include medium and low voltage power generation, transmission and utilization systems including lighting, grounding, cathodic protection, photovoltaic and wind power system, telecommunications and audiovisual systems and electronic security systems; 4) Reviewing progress on projects to ensure the work is within budget and completed within the execution schedule; 5) Reviewing contractor submittals of shop drawings, samples of materials and components, catalog information and certificates of compliance with the contract requirements and intent; and 6) Preparing outlines of services, scope of work, government construction estimates and engineering fee estimates for work to be performed under Architect-Engineer (A&E) contract.
