SUPERVISORY FINANCIAL MANAGEMENT ANALYST with Security Clearance

Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Financial Management Department of NAVMED OPER TRNG CENTER. Duties * You will prepare a variety of reports covering the status of funds, expenses and obligations as required by higher headquarters. * You will provide program oversight, fiscal advice and budgetary assistance to subordinate command supply managers. * You will monitor daily execution of administrative portion of command's approved operating budget. * You will identify deviation from the plans, analyzes differences, and formulates proposed solutions to return annual plan. * You will perform or advise on work in any of the phases or systems of budget administration. * You will develop, determine, and interpret budgetary policies and practices. * You will analyze and recommend costs and benefits of alternative methods of financial management of organization's programs and administrative operations. * You will implement legal and regulatory control over approved budgets. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience utilizing automated systems (e.g., management information system, Microsoft Word, Excel, PowerPoint, Access) to extract information.
* Experience providing information technology and network support.
* Experience preparing reports and maintaining documents in electronic files for easy retrieval.
* Experience identifying, analyzing and resolving budget estimates. * Experience reviewing and evaluating budget requests, control, and reporting of obligations and expenditures.
