Summary You will serve as a Supervisory General Engineer/Architect for the Resident Officer in Charge of Construction (ROICC), Field Office Cape Canaveral, in the Planning, Design & Construction Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties * You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling. * You will review design and construction projects from a technical and an economic standpoint. * You will analyze metrics and related project data to measure project or team performance. * You will develop engineering project management policies and processes to support programmatic operations. * You will develop and present point papers, briefs, and other related documents to convey construction program and project status/updates. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Engineering and Technical Management Functional Area is required within established category timeframes. * You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations. * This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Selective Placement Factor(SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. In addition to the Basic Requirements and SPF for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: 1) Managing, supervising or leading other engineers/architects in duties involving field engineering, contract administration, field inspection, change order negotiations, and conflict resolution for projects to ensure quality construction is provided to supported commands or customers; 2) Solving highly technical construction challenges and problems for an organization; 3) Determining personnel and resources needed to provide quality construction products and services on time; and 4) Utilizing persuasive arguments and negotiation techniques to reconcile differing interests among groups. Education Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above.

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the Professional Architecture Seriesmust meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture.

Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
