Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties * You will provide data warehousing and business intelligence in support of enterprise application/interface efforts and systems development, as well as communication systems design and specifications. * You will assist in providing interface design, portal management and support of website planning/design, RF systems design and specifications, and support for enterprise application/interface efforts. * You will work in design and management of business systems, interface with operational technology (e.g. Internet Connection Systems (ICS)), and systems development using standard business systems design and systems development processes. * You will analyze and refine systems requirements and consult with customers to refine functional requirements and translates functional requirement into design specifications. * You will work with customers to test applications/systems and assure software, data, and systems quality and functionality. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Software Developer (641) level Basic within 12 months of appointment. * This is a bargaining unit position. Qualifications Your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: Reviewing customer practices and IT systems to ensure operating procedures are followed. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: Analyzes clients/customer requirements of current software and hardware problems and ensures changes in the requirements are addressed. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: Presenting information to end users on IT related issues (i.e., identify security violations and recommend corrective actions, viruses and spillages, etc.). 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes: Identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives. Investigate customer/client request and ensure the most viable solutions are being used to resolve problems. GS-9:
In addition to the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing software development and data system development support; 2) Implementing design changes in response to changes in customer functional requirements; 3) Analyzing and translating technical specifications into integrated systems for business processes; and 4) Technical proficiency in software development, data science, and/or data systems. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting customers with the troubleshooting of software; 2) Working knowledge of technical systems, system design, software development, data science, and/or data structures; 3) Performing tasks related to software development; and 4) Assisting in implementing technical specifications into systems for business processes. 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
