Duties * You will oversee contracted design and construction activities to ensure compliance with contract specifications, safety standards and programs, and requirements for documentation of records and drawings. * You will compile written reports to provide leadership with status updates. * You will develop solutions to mitigate or eliminate obstructions to project completion. * You will identify resources for the development of long range construction operations. * You will adapt oral communication methods and styles based on the audience and the target objectives. You must be certified as a Career Field - Facilities Engineering - Level III. Certification is required within 24 months of appointment. * This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * You will be required to obtain and maintain a current valid United States driver's license. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * At the GS-13 Level, You are required to have and maintain a current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. * You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes, when making site visits, as determined by site conditions and applicable safety regulations. * Work may performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You may be required to participate in medical surveillance programs. Qualifications Selective Placement Factor (SPF): If applying for this position at the GS-13 level, you must hold a current Professional Engineer (PE) or Architect (RA) registration from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. GS-13: In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Provides assistance and technical guidance to other engineers/architects, or other NAVFAC business/support lines or functional areas as appropriate, exercising management and administrative skills in leading the execution of Capital Improvements projects post-award; 2) Manages multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts; 3) Coordinates mandatory post-award contract meetings such as post-award kickoff meetings (as applicable), preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings (as applicable), coordination and mutual understanding meeting, LEED coordination meetings (as applicable), Facility Turnover Planning Meetings (NAVFAC Red Zone), and final inspections; 4) Reviews and accepts contractor administrative submittals such as schedules (both bar charts and networks), environmental protection plan, design and construction quality control plan, health and safety plan, accident prevention plan; and coordinate review and approval of technical "Government-approved" submittals such as shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and O&M data in a timely manner; and 5) Monitors available project budget and time constraints, including relevant cost and schedule growth metrics, and initiating appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded. Incumbent must possess a keen understanding of schedules utilizing network analysis and the potential impact of modifications to the critical path.
