Duties * You will lead the development and execution of acquisition strategies to establish goals and objectives compliant with applicable regulatory and statutorypolicies. * You will apply Agile Project Management best practices and methodologies to develop and execute acquisition management strategies and plans to support technical development and financial control of Business IT systems life cycle. * You will manage all phases of the acquisition life cycle to define, develop, design, integrate, test and evaluate, and sustain the IT system(s). * You will apply acquisition regulations, policies, and reform initiatives to ensure efficient legal and fiscal execution of the system. * You will collaborate with the Procuring Contracting Officer (PCO) to develop and execute contracting strategies, pre-solicitation activities, source selection, and contract execution. * You will serve as the Assistant Program Manager, Learning Management Systems in the MyNavy HR IT Solutions Program. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading program management activities by developing acquisition plans and strategies as well as time lines for recurring acquisition activities to ensure timely responses to internal and external stakeholders and customers. Additional information The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 3), the total adjusted salary may be capped equivalent to GS 14 at $167,276 (Adjusted Pay) This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978. The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4. This position is covered by the Department of Defense Priority Placement Program.
