Duties * Identifies the nature of emergency, level of response required, and the Integrated Commercial Intrusion Detection System (ICIDS), provides this and any additional information to the responding units. * Monitors and logs status and availability of police, fire and medical first responders to assure an appropriate response is made. * Performs crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene. * Provides emergency medical dispatching assistance to callers with medical emergencies using the Priority Dispatch system. * Provides assistance to medical, police and fire personnel by acting as liaison between department personnel and other agencies. * Responsible for the receipt and effective evaluation of 911 emergency calls, to include installation fire, police, ambulance service, emergency medical dispatch, and Integrated Commercial Intrusion Detection System (ICIDS) Alarms. * Notifies police, fire department staff and other agencies concerning incidents when needed. Refers non-emergency callers to appropriate civilian and governmental agencies. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Employee must be able to obtain and maintain a Secret Security Clearance. * Must be able to successfully complete a pre-placement physical. * This position is a drug testing designated position which requires the incumbent to submit to a random drug testing. * This position requires shift work which requires an uncommon tour of duty (including nights, weekends, and holidays). * This is a mission essential position. Regardless of weather conditions, Terrorist Force Protection Condition (TFPCON) or installation closure, you are to report to the duty station at the regularly scheduled time. * The work is performed in a highly stressful, restricted office environment. * This position requires the incumbent to obtain and maintain, within 6 months of employment, a Cardiopulmonary Resuscitation Certification. * This position requires the incumbent to obtain and maintain, within 12 months of employment, a California Law Enforcement Telecommunications System Certification. * This position requires the incumbent to obtain and maintain, within 12 months of employment, a Department of Defense Hazardous Materials Awareness Level Certification. * This position requires the incumbent to obtain and maintain, within 12 months of employment, a Emergency Medical Priority Dispatch System Certification (or equivalent). * This position requires the incumbent to obtain and maintain within 12 months of employment a Emergency Police Priority Dispatch system Certification (or equivalent). * This position requires the incumbent to obtain and maintain, within 12 months of employment, a Emergency Fire Priority Dispatch System (or equivalent). * This position requires the incumbent to obtain and maintain, within 12 months of employment, a Telecommunicator I Certification (or equivalent) for GS-06. * This position requires the incumbent to obtain and maintain, within 12 months of employment, a Telecommunicator I and II Certification (or equivalent) for GS-07. * This is a developmental position which means selection can be made at any of the posted GS-4, GS-5, GS-6 or GS-7 grade levels. * Candidate selected may be non-competitively promoted to target grade. * Must be able to type at the competitive level of 40 words per minute (WPM) with 3 or fewer errors in a five minute sample. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-04 level- General Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. General experience is defined as: demonstrates progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-03). OR Education: Two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. To qualify at the GS-05 level- Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience which include 1) Operating radio communication equipment to dispatch services; and 2) Receiving incoming telephone or alarm systems calls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university with studies in a field related to this position, such as Emergency Management or Crisis & Disaster Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. To qualify at the GS-06 level- Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as the following: 1) Operating electronic computer-based systems for emergency (Police, Fire, and/or EMS) dispatching management; 2) Operating multiple equipment/systems (i.e., Computer Aided Dispatch (CAD) system, alarm systems, dispatch recording devices, multi-channel radios) during emergency situations; and 3) Disseminating information from incoming callers during emergency situations This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05) or equivalent. To qualify at the GS-07 level- Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience which includes the following: 1) Receiving and processing 911 calls of incoming fire alarms, emergency, and non-emergency calls for fire, medical, and police assistance; and 2) Dispatching emergency services to the scene of emergencies based on the capacity of the personnel and apparatus being dispatched; and 3) Providing information and initiating directions (emergency medical dispatch (EMD) pre-arrival instructions) to incoming callers (i.e., Cardiopulmonary resuscitation [CPR], the Heimlich maneuver, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06) or equivalent.
